- REQUEST FOR INFORMATION: Border Enforcement and Management Systems (BEMS) Program Office, Software Development and Operational Maintenance Support I. Description: The Office of information and Technology (OIT) is the information technology component of CBP. OIT'S Border Enforcement and Management Systems Program Office (BEMSPO) is responsible for supporting business requirements and processes with the design, development, testing, implementation, training and maintenance of CBP automated systems. BEMS is responsible for the full system development life cycle from planning through deployment of all Border Enforcement, Mission Support and Web-Based Application dissemination and administrative software application systems to include development, enhancements, and maintenance of all mission related systems. BEMSPO interacts and performs collectively to support the mission and goals of DHS, other government agencies, and commercial entities. BEMSPO is issuing this RFI regarding contract support for operations and maintenance for both COTS and custom coded software applications and for full systems engineering life cycle for software development. Historically BEMSPO has contracted for $25M to $35M worth of similar support per year over the previous five years. However, due to recent activity BEMSPO could potentially increase its contract value three-fold in the next five years. This Request for Information (RFI) is issued solely for informational and planning purposes and does not constitute an Invitation for Bids, Request for Proposal, or Request for Quotes. In accordance with FAR 15.202(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Those who respond to this RFI should not anticipate feedback concerning its submission. This RFI does not commit the Government to contract for any supply or service. The Government is not seeking proposals at this time. Additionally, the Government will not provide reimbursement for any information that may be submitted in response to this RFI. Respondents are solely responsible for all expenses associated with responding to this RFI. Note that responses should not take the form of a proposal and will not be understood as such. The information provided in this RFI is subject to change and is not binding on the Government. All submissions become the property of the Federal Government and will not be returned. Full requirements will not be provided. This RFI is intended to provide the Government with market research. This RFI is not binding to the government. Dependent on the progress and information obtained during the RFI, CBP reserves the right to change direction. II. Objective: The objective of this RFI is to assist the CBP in determining the availability of parties to perform operational maintenance on over 100 existing applications and the full systems engineering life cycle for software development as well as to establish the acquisition strategy for any potential acquisition. Full systems engineering lifecycle for software development is the configuration of COTS software and/or coding of custom software in support of requirements for new systems including planning, requirements gathering, design, development, testing, training, deployment and certification and accreditation. All solutions and services must meet DHS policies, standards and procedures The BEMS Program Office develops new applications as a result of: 1). a rapidly changing national security environment, 2). unforeseen terrorist threats, and 3). day to day business operations needs. Contractor support must have the capability to detect, respond, and adapt to all rapidly changing technology environments and technical requirements. Operations and maintenance (O&M) is the configuration of COTS software and/or coding of custom software to correct, performance tune and/or make minor modifications to existing systems in support of the original functional requirements. Maintenance may require new development as a consequence of changes in business processes or other applications, but the new development will continue to fulfill the requirements of the system as originally defined. Operations and maintenance activities, many 24X7X365, also cover the general support of existing systems in the production environment - e.g., review of system sizing based on current usage, update of code/tables in response to organization/business process changes. The contractor shall u tilize industry standard configuration management practices and perform timely system maintenance and modifications to software or hardware components after delivery, for fault correction and performance improvement. The BEMS Program Office maintains over 100 software applications using varied technical environments and software languages. Technical Environment: The BEMS Program Office development and software integration teams maintain and manage numerous mission critical software applications. III. How to Respond: The offeror shall provide the following information in their technical capabilities statement: Company Information to include the company size, the CAGE code, the NAICS code, the socioeconomic status, and POC information (name, email address, telephone, and fax numbers) Background/Corporate Experience: Identify up to five existing or recently completed contracts including scope, dollar amount, level of effort, and technologies utilized. Also indicate whether the company was the prime or a subcontract to a prime contractor. Overview of the Proposed Solutions Technical Specifications and Capabilities of the Proposed Solutions References to include commercial references Provide components available through Federal Supply Schedule (FSS) Response needs to be limited to 15 pages and the response should contain technical information versus marketing materials. QUESTIONS OR INQUIRIES: Questions regarding the RFI shall be submitted no later than 4:30pm EST on Wednesday, February 23, 2011. Responses to this notice will not be returned, nor will there be any ensuing discussions or debriefings of any responses. This notice is part of Government Market Research, a continuous process for obtaining the latest information on the commercial status of the industry. This RFI is for planning purposes, and does not constitute a commitment, implied or otherwise, that a procurement action will follow. CBP will use the information submitted in response to this notice at its discretion and will not provide comments to any submission; however, CBP reserves the right to contact any respondent to this notice for the sole purpose of enhancing CBP's understanding of the notice submission. The content of any responses to this notice may be reflected in any subsequent solicitation. In accordance with FAR 15.202(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI, including any subsequent product demonstrations. All responses are to be provided on company letterhead and limited to 15 pages. Responses must demonstrate compliance with the specifications listed above, include the applicable contract numbers and be submitted via e-mail, only, in Microsoft Office format. SUBMISSION ARE DUE no later than 12:00 noon on March 4, 2011. The response shall be e-mailed to: hyun.koo@dhs.gov. All packages submitted electronically or by electronic Media shall be free of any computer virus. If a virus is found, the package will be destroyed and a replacement provided within 3 days after notification.
