- NOTICE OF PROPOSED CONTRACT ACTION (NOPCA). This Hanscom AFB Electronic Request for Proposal Bulletin Board (HERBB) announcement constitutes a Notice of Proposal Contract Action (NOPCA) for proposed award of a sole source contract to L-3 Communications Corporation, Communication System, East Division, Camden, NJ. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c) (1), set forth in Federal Acquisition Regulation 6.302-1(a)(2)(ii), 'Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements'. In this case the United States Air Force (USAF) may deem products and/or services to be available only from the original sources in the case of follow-on contracts for the continued provision of highly specialized products or services when it is likely that awardto any other source would result in an unacceptable delays in fulfilling the agency's requirements (see 10 U.S.C. 2304(d)(1)(B)). The Government intends to purchase contractor support for the test and evaluation period for the Key Translation Element (KTE) and Central Advanced Extremely. This effort will provide End-to-End (ETE) support to Key Management Architecture (KMA) test events, along with other logistic and engineering support for sustainment, testing, and limited operational engineering for the AEHF COMSEC/TRANSEC System (ACTS). This notice of intent is not a request for competitive quotations/proposals; however the government will consider all responses received within 15 business days of the issuance of this notice. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government as to the ultimate acquisition approach, nor should it be construed as a commitment by the Government.
