Description
Summary of Services Rebuild of the P4R1 GNP-10 GPS Receiver Navigation Unit This announcement constitutes a Sources Sought Synopsis for non-personal services. The Government is neither negotiating nor calling for offers at this time. No solicitation is being issued at this time; while a formal solicitation may be issued at a later date, this notice does not commit the government to ultimately award a contract. This announcement is an expression of interest only and does not commit the Government to pay for any response or preparation cost. The Government does not intend to make an award on the basis of this sources sought synopsis. Submission of information will be reproduced and submitted to the 517 SMXG/MXDED program offices for review and will be used to develop the acquisition strategy market research and possibly a Request for Quotation. 1. Purpose. Market Research is being conducted to seek qualified contractors to redesign the Air Combat Training System (ACTS) pod, AN/ASQ-T38C P4R1 GNP-10 GPS Receiver Navigation Unit (95170232), for the 517 SMXG/MXDED Software Maintenance Squadron located on Hill Air Force Base, Utah. Qualified contractors must have the skills, knowledge, and resources required to complete this effort. 2. Information for Interested parties Subject to the Government's consideration, a viable source, not already qualified to provide the requisite services should submit a concise and equipment specific response presenting sufficient information to substantiate that: (a) They possess the necessary skills and resources to redesign the P4R1 GNP-10 GPS Receiver Navigation Unit, must result in a form, fit and function, interface direct replacement of the existing Assembly. The redesign for the Assembly must result in a complete engineering data package delivered to the government suitable for future procurement of the Assembly, and will allow an organic repair capability to be established. (b) They possess the necessary knowledge, experience and capability of providing hardware/firmware design, maintenance, development, testing, and Information Technology (IT) engineering support for Air Combat Training Systems (ACTS) assigned to 517th Software Maintenance Squadron at Hill AFB, UT. Specific responsibilities include decomposition of system requirements, firmware and hardware analysis, design and implementation of solutions, writing project documentation and testing end products to verify requirements are met. (c)They have the capability and demonstrated experience to perform complete drawings, parts lists, operating instructions, manufacturer/supplier sources, test instructions and other information as needed, suitable for re-procurement, repair, and calibration of the re-engineered assembly. 3. Other Information The North American Industry Classification System (NAICS) code for this acquisition is 541512. Respondents to this announcement should indicate whether they are a small business, 8(a) concern, veteran-owned small business, service-disabled veteran-owned small business, HUB Zone small business, small disadvantaged business, women-owned small business, or historically black college or university (HBCU) or minority institution (MI) (as defined by the clause at DFARS 252.226-7000). Provide information on at least three contracts for similar work within the past five years. Include complete references, contract titles, dollar value, points of contact and telephone numbers. The Government will evaluate relevant experience information based on (1) information provided by the Offeror, (2) information obtained from the references provided by the respondent, and/or (3) data independently obtained from other Government and commercial sources. Timeline for the RFQ is in process but is not completed for this effort and there is no availability date for a draft RFQ.
