- NASA/GSFC has a requirement for the following:01 Qty: 1, Description: Cs4000 24V DC input Oscillator, with internal battery, 2yr.electronics, and 12 yr. tube warranty.NASA/GSFC intends to purchase the items from Symmetricom, Inc.pursuant to FAR 13.106 forthe acquisition of supplies or services determined to be reasonably available from onlyone source. The Formation flying Testbed (FFTB) requires a reference oscillator capableof providing an accuracy of no greater than 1E-12, Allan Deviation stability less than orequal to 102E-11, stability floor of less than or equal to 5E-14, and single side bandphase noise level of no greater than -95 dBc in a 5 MHz output. To remain compliant withcurrent and future FFTB hardware configurations, the unit must be contained in a standard3U rack-mountable assembly, and contain an internal battery backup ensuringtransportability. In order to ensure successful testing of flight-qualified hardware forMMS and GPM missions, the unit must also have a mean time between failure (MTBF) ratinggreater than 145,000 hrs. After conducting a thorough analysis of commercially availablereference oscillators, it was determined the Symmetricom, Inc. Cs4000 is the only productwhich can meet these requirements. It is our understanding that the Symmetricom Cs4000is the only device capable of providing the required frequency stability and accuracy ina configuration which is compatible with FFTB requirements for rack space andtransportability. The government performed an exhaustive research and found that novendor other than Symmetricom, Inc met the necessary requirements. The Government intends to acquire a commercial item using FAR Part 12. The synopsis shall not be construed as a commitment by the Government, nor will theGovernment pay for the information solicited.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to GENIA BURTON-PENDERGAST at Rogenia.M.Burton-Penderga@nasa.gov or byfax to 301-286-1720 (email preferred), not later than 4:30 p.m. Eastern Standard Time onMarch 03,2011.Such capabilities/qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis.
