Description
This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.navsea.navy.mil/nswc/crane/working/contracting/default.aspx. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Contracting webpage serve as alternatives if the FBO website is unavailable. Naval Surface Warfare Center (NSWC) Crane Division plans to sole source a purchase of ARC-233 System spare parts from RF Products, 1500 Davis Street, Camden, New Jersey 08103 (58022). This purchase will cover the following spare parts: Filter Pre-Amp P/N 800A200, USOM (UHF Switched Output Multicoupler) P/N 800225 and RFD (Radio Frequency Distribution) Assembly P/N 800425-01 for the ARC-233 System. These spares are used in the ARC-233 Satellite Communication (SATCOM) Radio Frequency Distribution (RFD) System, which contains the necessary components to complete a Radio Frequency (RF) signal path for transmitting and receiving RF signals in the Ultra High Frequency (UHF) range, utilized for collecting field data. The ARC-233 system allows up to six SATCOM/Line of Sight (LOS) transceivers to connect to six different antennas in its application on the P3 SPA aircraft. This requirement will be negotiated on a sole-source basis in accordance with the statutory authority 10 U.S.C. 23049c)(1) as implemented by FAR 6302.1. The Government does not possess data rights necessary for the manufacture of the spare parts. The basis for restricting competition is the cost that would be duplicated to perform first article testing, acquire flight certification, generate Acceptance Test Procedures, and perform electrical load and stress analysis. The competitive sourcing of this procurement will cost an estimated $3.2 million and result in a 36 month delay in qualification for the current SPA aircraft ”both of which are unacceptable. No solicitation will be available at FedBizOpps and at NECO and no hard copies of the solicitation will be mailed. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. Submitting a bid from the NECO website by clicking on Submit Bid does not guarantee offers will be received by the proper person in the correct format. It is the responsibility of the offeror to submit offers to the Point of Contact (POC) at NSWC Crane.
