Description
General Synopsis: The purpose of this synopsis is to announce the intended addition of asole source, part number to the Rolls Royce Corporate Contract,F34601-01-D-0155. This contract is a Requirements contract that expiresDecember 31, 2012 (See clauses at 52.216-18 - "Ordering", 52.216-19 -"Order Limitations" and 52.216-21 "Requirements"). The item that is being considered for addition to the corporate contractis Part Number: 6871447; NSN: 2840-00-429-5196; Noun: Case and NozzleAssem. The estimated annual buy quantities are as follows: FY11: 18; FY12: 18;FY13: 18. If the above item is added to the corporate contract then DestinationInformation and Delivery Schedules are to be cited on each individualorder. This part requires engineering source approval by the design controlactivity in order to maintain the quality of the part. Existing uniquedesign capability, engineering skills, and manufacturing knowledge bythe qualified source require acquisition of the part from the approvedsource. The approved source(s) retain data rights, manufacturingknowledge, or technical data that are not economically available to theGovernment, and the data or knowledge is essential to maintaining thequality of the part. An alternate source must qualify in accordancewith the design control activity's procedures as approved by thecognizant Government engineering activity. QR's: Qualification Requirements: Due to the complexity and criticality ofthis part, only manufacturers that have successfully completed alltesting required by the original company responsible for the design, ormanufacturers that have successfully completed all testing on itemsdetermined by the Government to be similar in complexity andcriticality, can be considered approved sources for this item. Currentqualified sources are: Rolls Royce., Cage Code: 63005....10 U.S.C.2304(C)(1), Justification: Supplies (or Services) required are availablefrom only one or a limited number of responsible source(s) and no othertype of supplies or services will satisfy agency requirements. Theproposed contract action is for supplies in which the Government intendsto solicit and negotiate with only one, or a limited number of sources.Interested persons may identify their interest and capability to respondto the requirement or submit proposals. All proposals received within45 days after date of publication of this synopsis will be considered bythe Government. A Determination by the Government not to compete thisproposed contract based upon responses to this notice is solely withinthe discretion of the Government. Information received will normally beconsidered solely for the purpose of determining whether to conduct acompetitive procurement. It is suggested that small business firms or others interested insubcontracting opportunities in connection with the describedprocurement make contact with the firm(s) listed. Specifications, plans,or drawings relating to the procurement described are incomplete or notavailable and cannot be furnished by the Government. Award will be made only if the offeror, the product/service, or themanufacturer meets qualification requirements at the time of award inaccordance with FAR clause 52.209-1. The solicitation identifies theoffice where additional information can be obtained concerningqualification requirements as cited in each individual solicitation. Ombudsman:Note: An Ombudsman has been appointed to hear concerns from Offerors orpotential Offerors during the proposal development phase of thisacquisition. The purpose of the Ombudsman is not to diminish theauthority of the program director or contracting officer, but tocommunicate contractor concerns, issues, disagreements, andrecommendations to the appropriate government personnel. When requested,the Ombudsman will maintain strict confidentiality as to source of theconcern. The Ombudsman does not participate in the evaluation ofproposals or in the source selection process.
