- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This synopsis publishes a Request for Proposal (RFP). The US Army Corps of Engineers Buffalo District has need of a Technical Facilitator to serve as liaison between the USACE Buffalo District and the public for technical issues associated with a Feasibility Study for the Interim Waste Containment Structure (IWCS) Feasibility Study (FS) at Niagara Falls Storage Site (NFSS) in Lewiston, NY. NFSS is a Formerly Utilized Sites Remedial Action Program (FUSRAP) facility which provides storage for some of the materials used in the early atomic energy/weapons programs. The Feasibility Study is intended to evaluate potential remedial alternatives for the IWCS, as required by the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). To meet this need, USACE Buffalo District posted a Sources Sought Synopsis, W912P4-11-S-0001, on 19 November 2010. USACE Buffalo District received sufficient responses to this synopsis from small businesses to allow the district to publish this RFP as a 100% Small Business Set aside. The requirements for this effort may be found in the Performance Work Statement (PWS) which, because of its size, has been posted to File Transfer Protocol (FTP) site located at ftp://ftp.usace.army.mil/pub/lrb/Niagara%20Falls%20Storage%20Site%20Technical%20Facilitator%20Performance%20Work%20Statement/. Please copy and paste this address into you internet browser in order to review or print the PWS. A Bid Sheet and Wage Determination 2005-2371 are attached at this site. The period of performance is expected to begin in early April and include a base year and four option years. The schedule for deliverables may be found in Section 6-2 of the Performance Work Statements. The due date for responses to this RFP is 4 pm Eastern Standard Time (EST) 7 March 2011. Offerors shall submit the original and five (5) copies of their proposal, each consisting of a 3-ring binder with Tab (dividers) separating the sections, as described in Section L of the RFP. All questions concerning the solicitation and attachments should be submitted electronically to lynn.c.reinbird@usace.army.mil by 4 pm EST on 21 February 2011, and will be answered en masse to interested parties by 28 February 2011. Offerors are advised that on-line registration in the Central Contractor Registration (CCR) database is required (http:www.ccr.gov), and that Online Representations and Certification (ORCA) (http://orca.bpn.gov) are required to be current, accurate and complete. This procurement is subject to endorsement of Service Contract approval by the USACE Great Lakes and Rivers Division.
