Description
Industry is referred to the Special Notice-SDN-Medium, solicitation number H9222206D0007 (16 December 2010) indicating USSOCOM's intention to initiate a follow-on competitive procurement of the Special Operations Forces Deployable Node-Medium (SDN-Medium) ( https://www.fbo.gov/index?mode=form&id=e6bf484b4b2c7842b4e8fa960961ac22&tab=ntype ). USSOCOM is seeking information from companies capable of providing a non-developmental production ready Special Operations Forces Tactical Assured Connectivity System (SOFTACS) and Product Distribution System (PDS) family of terminals (FoT). The FoT will be comprised of several terminal variants, including but not limited to: a sub-one meter aperture terminal operating in the Ku frequency band, a 1.2 meter aperture terminal operating in the X, Ku and Ka bands; a 2.0 meter and 2.4 meter aperture terminal operating in the C, X, Ku, and Ka bands. Terminals operating in the military X and Ka bands must have current DISA/ARSTRAT certifications authorizing access to the Defense Satellite Communications System (DSCS) and Wideband Global SATCOM (WGS) space segments. Additionally, terminals operating in the commercial C and Ku frequency bands shall be compliant with requirements imposed by Intelsat, EUTELSAT, and SES WorldSkies for operation over those constellations. The Government desires that the entire family of terminals utilize a common graphical user interface (GUI). The USSOCOM satellite communications (SATCOM) network employs iDirect modem technology. FoT terminals shall have integral iDirect modems interoperable with current USSOCOM iDirect modem implementations. Operating temperature range shall be at least -10C to +55C. All terminals shall provide automatic satellite acquisition. In addition, terminals larger than the sub-one meter aperture variant shall provide automatic satellite tracking. Compliance with MIL-STD-810 for vibration, shock, humidity, salt fog, sand and dust, rain and high and low temperature are also required. This announcement is a request for information only, and does not constitute a Request for Proposals (RFP). The RFP will be posted on Fed Biz Opps at a future date that has not yet been determined. USSOCOM anticipates publishing FoT requirements and a statement of work (SOW) for industry review and comment prior to the RFP being issued. Interested parties should respond with information regarding their company's ability to provide a non-developmental production ready SOFTACS and PDS Family of Terminals as stated above. Also, provide your company's business size related to NAICS code 334220. All responses to this RFI shall be unclassified. Responses are limited to no more than five pages (however, data sheets for existing products are not included in the page count). References to vendor Web pages will not be accepted. The Government will not entertain any questions from industry at this time. Respondees shall provide the name, telephone number, fax number, street address and e-mail address for their points of contact. Submit responses via email to madeline.baumgartner@socom.mil. This request for information (RFI) is for planning purposes only and shall not be considered an invitation for bid, request for quotation, request for proposal, or obligation on the part of the Government to acquire any products or services. Your response to this RFI will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. The information provided may be used by the United States Special Operations Command (USSOCOM) in developing its acquisition strategy. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response.
