Description
The purpose of this amendment is to extend the closing date previously posted under solicitation number W15P7T-11-R-T203 from February 15, 2011 to February 25, 2011. THIS IS A SOURCES SOUGHT ANNOUNCEMENT (SSA) AND SHOULD NOT BE CONSTRUED AS A SOLICITATION ANNOUNCEMENT, INVITATION FOR BIDS, REQUEST FOR QUOTATIONS, OR A REQUEST FOR PROPOSALS. THE SUBMISSION OF THIS INFORMATION IS FOR PLANNING PURPOSES ONLY. IT IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO ACQUIRE ANY PRODUCTS OR SERVICES, NOR DOES THE GOVERNMENT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS REQUEST FOR INFORMATION OR OTHERWISE PAY FOR THE INFORMATION SOLICITED. Additionally, your response will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this SSA. Furthermore, this request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the Army in developing its acquisition strategy, Statement of Work/Performance Work Statements and/or Statement of Objectives. Interested parties are responsible to adequately mark proprietary, restricted or competition sensitive information contained in their response accordingly. The requirements identified below are all encompassing and necessary to support the AN/TPQ-36, AN/TPQ-46, AN/TPQ-37 FireFinder Radar Systems for U.S Army and Marines, and Foreign Military Sales Customers (FMS) within the Continental United States (CONUS) and/or Outside Continental United States (OCONUS). The Government requirements under this action include, but not limited to all of the following: 1)Spare Parts Acquisition, 2)Procurement of various systems' components i.e., Antenna Transceiver Group, newly redesigned Radar Processors, Antennas etc., 3)Depot Level Maintenance Support Services such as repairs of secondary items or spare parts, major components, system level repairs if deemed necessary and implementation of overhaul, rebuild, and RESET programs if Government Organic Depot cannot satisfy such requirements and/or in case of demand for surge in requirements, 4)Implementation of Product Improvement--Technology Insertion to eliminate or reduce Parts' Obsolescence to support increased Reliability, Maintainability, optimum Availability, and sustain the life expectancy of these radar systems and associated components, 5)Engineering Sustainment and Logistics Support Services for all fielded radar systems' configurations, 6)Engineering, Technical and Field Support Services for all fielded versions of FireFinder Radars CONUS and/or OCONUS, 7) Technical Documentation Update for all fielded systems' configurations, 8)Program Integration Management (PIM) Support Services. These radar systems automatically locate hostile mortar and artillery projectiles. The major components for these radar systems are the Operations Control Group, Antenna Transceiver Group (ATG), and Generator Power Group. The AN/TPQ-36(V) is a mobile, phased-array radar system that automatically covers short-range mortar and artillery fire, while the AN/TPQ-37(V) covers long-range artillery fire. The AN/TPQ-46(V) is the Marine Corps' version of the FireFinder Radar System. These radar systems provide required force protection to Warfighters conducting tactical missions associated with multiple worldwide operations. These systems are currently operating 24/7 in support of various worldwide missions. CECOM LCMC Logistics and Readiness Center (LRC) has identified a need for the aforementioned support under a follow-on Indefinite Delivery Indefinite Quantity (IDIQ) contract with a projected three year ordering period. Anticipation of contract award date is projected at a to be determined timeframe in FY 2012. Delivery Orders/Task Orders (DOs/TOs) are anticipated to be issued on a Firm-Fixed-Price (FFP) and/or Cost-Plus-Fixed-Fee (CPFF) basis. Provisions for performance based metrics, which are to be determined, will be included as contract requirements. Note that all of the items identified for acquisition/procurement and repairs, are specified on a National Stock Number (NSN) List which will be supplied upon receipt of written request as directed below. Some of these NSNs may require end item performance testing, but the Government cannot guarantee availability of an end item to supply as Government Furnished Equipment for development and/or qualification testing purposes. The Government is in the process of procuring updated drawings for some items with Source Control Drawings; however, note designs for some of these items are considered immature and thereby considered high risk production items. Additionally, note the Government does not possess proprietary data, to include but not limited to test equipment and engineering notes that may be required for some of these items. Furthermore, the Government may not possess integration testing documentation to support adequate production and/or repair. Interested sources must comply with the following requirements: Identification of contractor as a large or small business and type (HUB Zone, 8(a), Women-Owned, or Non-Disadvantage). Provide Production and/or Repair Past Performance data on any NSNs identified on listing and/or similar NSNs with any particular FireFinder Radar configurations; also provide date(s) of performance based contract(s) with Government contract number if applicable; also provide date of performance qualification for the items and identify source that conducted the qualification test with verification document; provide date of last production/manufacturing efforts. Furthermore, specify whether a change in production line has occurred since last production run. Provide back-up information to demonstrate availability of adequate production facility and resources (experienced personnel with training acquired and years of experience with manufacturing and/or repairing item(s), necessary equipment and tooling, space etc.) to successfully perform and satisfy the Government's requirements. Provide current quality standard certification and quality standard that would be in-place for contractual efforts; specify when certification was obtained and revalidated if applicable. Provide capability statement with supporting detailed technical, logistical and managerial back-up data to demonstrate parts of the requirement in which interest lies in. In addition, provide lead time for delivery schedule from time of issuance of an order. Also indicate whether item(s) of interest will be manufactured and/or repaired in the Continental United States (CONUS) or Outside Continental United States (OCONUS) and if so, specify location of production facility. Indicate availability of latest technical documentation for interested items and specify associated delivery schedule. Responses to this SSA must be unclassified. Interested sources possessing the capability of meeting all of the requirements or any parts of the requirements and conditions outlined above must so indicate by responding via email to Point of Contacts (POCs) identified herein. All submissions must include full company names, Point of Contacts (POCs) to include, name, position, office and mobile telephone numbers and email address. All interested sources are encouraged to respond to this SSA by providing the requested information noted above No Later Than (NLT) Close of Business 25 February 2011, 1600 Eastern Daylight Time. All proprietary and restricted information shall be clearly marked accordingly.
