- In accordance with FAR 6.302-1: Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, the U.S. Environmental Protection Agency (EPA) intends to negotiate on a sole source basis with Canberra Industries Inc., Meriden, CT for an Alpha Analyst. This equipment is required in order to add additional lab analysis counting capacity for the Center for Radioanalysis and Quality Assurance (CRQA). The primary instrument used by CRQA to detect alpha particles in samples, is the Canberra Alpha Analyst. The Alpha Analyst has twelve chambers that can accommodate 12 samples at a time. The Alpha Analyst counts the sample using an A300-17AM ALPHA PIPS detectors. The detector intercepts the particle, records it, and categorizes it by energy value. The Alpha Analyst places the energy into a specific energy bin, which will be correlated to a specific isotope. The APEX Alpha system records the counts on the computer, into the records database, for the operators to review. The specifics of this requirement include:1.One (1) Alpha Analyst 12 Input Bench Top (Model 7200-12).2.Twelve (12) A300-17AM Alpha Pips Detectors (Model PA30017).3.Delivery and Installation of equipment.4.Familiarization of laboratory staff with the equipment. The lab where this detector will be installed has all Canberra counting equipment and software. The required equipment under this solicitation must provide seamless integration into the laboratory. Equipment that does not provide seamless integration is consider unacceptable, as funding and personnel constraints do not currently allow the retraining of staff to use new systems/software. The intent of this notice is to determine if any additional source(s) exists and, therefore, no Request for Proposal (RFP) is available. All responsible sources may submit a response which, if received by the due date, will be considered. All interested parties who believe they can provide the required supplies/services should fully explain their capabilities in writing. Any response(s) failing to provide aforementioned data but instead choosing to merely submit a routine letter, or calling and requesting a FAX copy of an RFP will be ignored.
