Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested; a written solicitation will not be issued. This solicitation and any resultant award will be processed in accordance with FAR 13 Simplified Acquisition Procedure.Solicitation W15QKN-11-T-D038 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-48, Effective 30 December 2010. The NAICS code for this solicitation is 333319 and the small business size standard is 500 The U.S. Army, Army Contracting Command (ACC) Picatinny Contracting Center, Picatinny Arsenal, NJ 07806-5000, has a requirement for one Glovebox, CLIN 0001 Qty 1, that meets all the following technical requirements: A.Internal workspace dimensions of 1800(W) x 1200(D) x 900(H) [mm]B.Material box body of 304 Stainless SteelC.1-filter column Gas purifier that is PLC controlledD.Circulation blower that runs as a maximum of 50 cfmE.Filter column valves are electro-pneumaticF.PLC-controlled filter regenerationG.PLC-controlled main valvesH.Box pressure control ranges from -15 to +15 mbar (box can be operated at over or underpressure) I.Color 5.7 Touch Operation PanelJ.Front and back windows are polycarbonate with hard coating (chemical and scratch resistant)K.Eight (8) glove port feedthroughs with a diameter of 220mm including gloves (Butyl)L.Main Antechamber with dimensions: d=390 mm, l=600 mm, including sliding tray insideM.Push button Evacuation/Refill on right side wallN.Automatic box purging unit with flow control (200 l/min), and a Vacuum pump (10.9 cfm), including oil mist filterO.Two (2) Hanging ShelvesP.Electrical feedthroughQ.Eight (8) Flanges DN40 for installation of feedthroughsR.Two (2) HEPA H13 dust filters on the gas inlet and outlet.S.Automatic door lock assembly for large antechamberT.A 150 mm diameter and 400 mm length Mini Antechamber, that is mounted on the right end panelU.PLC-controlled H2O analyzer that measures the range 0 to 500 ppm V.PLC-controlled O2 analyzer that measures the range 0 to 1000 ppmW.Two (2) 3/8 Feedthroughs gas/vacuum X.180 mm diameter internal port coverY.Offeror meets ISO 9001:2008 CertificationZ.Offeror meets Underwriters Laboratories Inc. (UL) CertificationAA.Deliver quoted product within 90 days or less after receipt of order (ARO) BB.Included commercial warranty, minimum of one year from the receipt of merchandise Quotes that meet all technical requirements listed above (A through BB) will receive a rating of acceptable. However, if one or more of the above listed technical requirements is not met by the quote, then it will receive a rating of unacceptable. Any quote receiving an unacceptable rating in the Technical factor will not be considered for award.PriceOfferors shall submit their price proposal in accordance with Section B of this RFQ.The Government will evaluate quoted price per unit and overall total quoted price. The quoted price will be evaluated for reasonableness. Price of all areas will be added together to achieve one overall price. Overall price should be inclusive of F.O.B. Destination. Price Inconsistencies: A quote is presumed to represent an offerors best effort to respond to the solicitation. Any inconsistency, whether real or apparent, between promised performance and price, shall be explained in the quote. Any significant inconsistencies, if unexplained, raise a fundamental issue of the offerors understanding of the nature and scope or the work required and their financial ability to perform the contract, and may be grounds for rejection of the quote.Quoters responding to this announcement shall submit their quote in accordance with FAR 52.212-1. Submission of quote shall include the following: technical, delivery/schedule, and price inclusive of 1 yr warranty: all pricing quoted shall be F.O.B. destination. Quoters shall have a valid registration in the Central Contractor Registration (CCR). Quoters shall also have a valid registration in the Online Representations and Certification Application (ORCA) or include with their quote a completed copy of the provision at 52.212-3, Offeror Representations and Certification Application. The evaluation of quotes will be conducted utilizing the lowest priced technically acceptable evaluation approach. Award will be made to the quoter whose overall quote is the lowest priced and meets the requirements of the SOW. Under this evaluation approach, a quote would not receive any additional credit for exceeding the requirements of the SOW. The Government intends to evaluate quotes and award a contract without discussions with quoters. Only one quote per contractor will be accepted.
