Description
The National Institutes of Health, Clinical Research Center is conducting a market survey/sources sought to help determine the availability and technical capability of qualified small businesses, veteran-owned small businesses, service disabled veteran-owned small businesses and/or HUBZONE small business capable of serving the needs mentioned below. This market survey/sources sought announcement is not a request for proposals and the Government is not committed to award a contract pursuant to this announcement. The information from this market research is for planning purposes only and will assist the Government in planning its acquisition strategy. This is strictly market research and the Government will not entertain questions concerning this market research. The Government will not pay for any costs incurred in the preparation of information for responding to this market survey. NIH has had an intramural research program involving positron emission tomography. Operational PET scanners are essential to the missions of these institutes to support research into many different disease conditions. The PET Department, as a part of the Clinical Center, has as its mission the provision and maintenance of state-of-the-art scanning equipment for use by and in collaboration with the institute scientists. This requirement is maintenance, support and emergency servicing of two General Electric Advance PET Scanners (aka GE2 and GE3). Included in this contract will be regular preventive maintenance visits, emergency servicing, spare parts, hardware and software upgrades and support. For this contract extended coverage will not be requested. Specifically, the Contractor shall perform the following: A. Preventive Maintenance The contractor shall provide scheduled preventive maintenance four (4) times per year per camera of the General Electric Advance PET scanners (GE2 & GE3). Preventive maintenance visits shall be for two (2) to three (3) days per session, per camera, scheduled at least thirty (30) days in advance by the PET Department Staff. Preventive maintenance services to be performed are as specified below: 1. Replace detectors, as needed. 2. Check system continuity and ground. 3. Check all power supply voltages. 4. Check all gantry, electronics rack, and computer fans and filters. 5. Check all gantry displays. 6. Check gantry tilt. 7. Check and adjust transmission source mechanics. 8. Check transmission source loader. 9. Check and align laser lights. 10. Check table position and encoders. 11. Check emergency E-stops. 12. Execute EDCAT and SHARC diagnostics, as needed. 13. Perform gain calibration. 14. Measure crystal maps. 15. Perform energy calibrations. 16. Check and adjust detector timing. 17. Perform 2D and 3D normalization. 18. Acquire and check a blank sinogram. 19. Acquire transmission and emission scans of a uniform cylindrical phantom. 20. Reconstruct and check for artifacts and check calibration. 21. Provide a written report of the preventative maintenance visit, summarizing the above tests. B. Spare Parts/Supplies 1. The Contractor shall replace non-consumable spare parts from the spare parts kit supplied with the camera as they are used by the Contractor or by the instruction of Contractor personnel. C. Emergency Visits 1. The Contractor shall provide full service coverage and telephone support to correct all equipment malfunctions. The Contractor shall respond by telephone within one (1) hour if requested during normal working hours (Mon - Fri, 8 am - 5 pm, ET). The on-site response time for major emergency visits shall be within four (4) hours if requested during normal working hours. Requests for service initiated after normal hours, on weekends, or holidays will be handled by telephone within one (1) hour of the start of the next business day and on-site within four (4) hours of the start of the next business day. D. Hardware and Software Updates and Support 1. The Contractor shall provide the software and hardware provided with the scanners, including Contractor sponsored modifications or revisions thereof, and provide support, at no additional cost for the duration of this contract, including renewals thereof. 2. The hardware and software support provided at no additional cost shall consist of correction of errors, provision of Contractor sponsored software updates, modifications, improvements, and revisions. E. Hardware and Software Technology Upgrades 1. Any hardware or software upgrades which the Contractor announces or may develop for general use with the type of equipment covered under this contract shall be made available to the Government on the basis that such software is provided to the Contractor's commercial customers. The cost will be negotiated as a separate contract modification, and the delivery date shall be mutually agreed upon by the Contractor and the Government. The North American Industry Classification System (NAICS) code is 811219, Size Standard - $5 million Dollars. The vendor responses must demonstrate their ability to provide a maintenance and support program as described above. Please note that failure to specifically demonstrate capability to provide the required supplies and/or services in your response to this market survey may affect the Government's review of industry's ability to perform these services. The vendor's response shall be in sufficient detail to allow the Government to assess the capability of your firm. The vendor response shall also include any other specific and relevant information related to the requirements of this project that will enable the Government to determine the capabilities of the company to perform the specialized requirements described in this synopsis. Interested organizations must demonstrate and document in any response submitted, to this market survey extensive experience with and the ability to provide all of the specialized requirements elsewhere described. This notice is a market survey and is for information and planning purposes only and does not commit the Government to any contractual agreement. THIS IS NOT A REQUEST FOR PROPOSALS. The Government will not award a Purchase Order or Contract based upon Vendor responses to this announcement. The Government shall not assume any costs for preparing or submitting any information in response to the market survey or the Government's use of the information. Any proprietary information should be clearly identified as "proprietary information".
