Description
Amended Scope of Work: The contractor will assist the Library of Congress in the continuation of the development of the World Digital Library, with two tasks: assistance with development of the Arabic language user interface; and assistance with development of the search function, with particular emphasis on full-text search in Arabic, English and French. Task 1 is to provide assistance with development of the Arabic language user interface; and Task 2 is to provide assistance with development of the search function, with particular emphasis on full-text search in Arabic, English and French. The contractor will carry out these tasks in the Scope of Work. Description of Services: • Evaluate and consult with the Library of Congress on available search tools with multilingual capability. • Develop a full text search module using the tool or tools selected, in three languages (Arabic, English, French). The search capability is to include both metadata and content. • The search module is to include a simple search and advanced search capabilities. • The returned results should be highlighted in the metadata and the content. • The search module should return best fragments. • The search module should use caching technique to maximize performance with large data sets. • An integration between the book viewer and the search module is to be established in order to carry the search results within the viewer. • Build search indexes based on the metadata and OCR'd text provided by the Library of Congress and the contractor on the selected objects. • Deliver search indexes and computer code to the Library of Congress. • Deliver the code that implements incremental indexing. • Travel by Contractor's staff to the Library of Congress for the purpose of facilitating this task; personnel, timing, and duration of travel to be worked out in consultation with the Library of Congress. Articles to be Delivered Arabic User Interface • Adapt the WDL web page templates (layout, font schema, and basic navigation requirements) to the Arabic language • Provide advice on localization (cultural preferences) of the web site • Travel by the contractor's staff to the Library of Congress for the purpose of facilitating this task; personnel, timing, and duration of travel to be worked out in consultation between the Library of Congress and the contractor. • Evaluate and consult with the Library of Congress on available search tools with multilingual capability • Develop a full text search module using the tool or tools selected, in three languages (Arabic, English, French). In regards to potentional bidder's questions, I am submitting the following clarifications: 1- Page 3, Section B.3 states "Offers shall furnish pricing information for the required Carting and Packing for the Lincoln Bicentennial Traveling Exhibition". Disregard. I will amend the solicitation to exclude this verbiage. 2- Page 3, Section B.3, states "The Offerors shall complete the Pricing Schedule/Pricing Table below or submit under separate cover pricing information for each line item for the base and option periods listed." Disregard. This instruction was first incorporated due to the possibility of the intended award having option periods. However, there will be options requested at this time. 3- Page 4, Section B.2, CLIN004 states that "the Contractor will build search indexes based on the metadata and OCRed provided by LoC and the contractor". In order to clarify the prime contractor's role on providing metadata and OCRed text as related to CLIN004, the LoC is not holding the contractor responsible for the metadata and OCRed text. The Library of congress will provide the necessary inputs. 4- Page 4, Section B.2, does CLIN 005 include travel by the contractor only, or by both the contractor and Staff from Bibliotheca Alexandria to LoC. What is the estimated number of persons traveling and duration in order to provide a cost estimate? a. Travel by the prime contractor and/or subcontractor must first be approved by the LoC COTR prior to submitting an invoice. The proposal should reflect the estimated number of persons traveling on behalf of the prime contractor. b. That is to be determined by the contractor bidding as a prime contractor and not as a subcontractor as indicated. The amended solicitation will reflect the change. 5- Page 10, Section F.2, indicates that period of performance from March 1, 2011 to Feb 28,2011. Can you please provide a corrected PoP? The correct POP is from March 1, 2011 to February 28, 2012. 6- Page 10, Section F.3., is there any estimate on the percentage of work that needs to be done at the LoC versus the Bibliotheca Alexandria? Other than meetings, there no requirements that the contractor has to work at either location. All offerors are to present a proposal that would meet the requirements as a prime contractor. The mentioning of a cooperative agreement was an option and is now being competed on FEDBIZOPS. The amended solicitation will reflect the change. 7- More details and clarifications as to the role/responsibilities and type of involvement of Bibliotheca of Alexandria as relate to the scope of the RFP. All offerors are to present their proposals as a prime contractor. The amended solicitation will reflect the change. 8- Can you provide the Government estimate (Ceiling Budget) for this RFP. NO 9- Are non-US contractors eligible to bid? YES 10- Would the LoC consider extending the proposal due date?
