Description
The National Aeronautics and Space Administration (NASA) Dryden Flight ResearchCenter (DFRC) is seeking capability statements from all interested parties, whether theyare large, small, small disadvantaged, 8(a), Historically Underutilized Business Zone(HUBZone), woman-owned, veteran-owned, service disabled veteran-owned small businessesand/or Historically Black Colleges or Universities/Minority Institutions. The purpose ofthis synopsis is to determine the appropriate level of competition and/or small businesssubcontracting goals for the management, integration and performance of ResearchFacilities & Engineering Support Services (RF&ESS) at the NASA Dryden Flight ResearchCenter, Edwards, California; Dryden Aircraft Operations Facility, Palmdale, California;and the AERO Institute, Palmdale, California. Expected RF&ESS requirements include the following services and/or support for theWestern Aeronautical Test Range (WATR), Research Aircraft Integration Facility (RAIF),Information Technology (IT) Support Services (ISS) and Flight Loads Laboratory (FLL):(1) WATR sustaining and developmental engineering and operations services, includingtelemetry/radar acquisition and processing (TRAPS) hardware and software, range displaysystems, real-time hardware and software processing, tracking and mobile systems, andcommunications and video control center;(2) RAIF sustaining and developmental engineering and operations, including simulationhardware design and integration, systems engineering and facility integration, andsimulation project support to Remotely Augmented Vehicles (RAV) and Remotely PilotedResearch Vehicles (RPRV);(3) ISS, including Chief Information Office (CIO) and IT security support, centralcomputer system services, database analysis, programming support and web development,phone operations, cable plant services and help desk and scheduling services. ITmanagement and operations includes systems engineering and protective servicesinformation systems and communications security (COMSEC). Multimedia systems support,includes audio and video technical support, imaging services, administrative andin-flight photography and video, and graphics and illustration services;(4) FLL and range safety systems, including flight termination system development andrange safety analysis.The NAICS code for this requirement is 541712, Research and Development in the Physical,Engineering, and Life Sciences (except Biotechnology), except Aircraft, with a sizestandard of 1,500 employees. No solicitation exists; therefore, please do not request a copy of a solicitation. If asolicitation is eventually released it will be synopsized in FedBizOpps and on the NASAAcquisition Internet Service (NAIS). It is the potential offerors responsibility tomonitor these sites for the release of any solicitation or synopsis.Offerors who can perform the RF&ISS effort should submit a capability statement thatdescribes in detail their abilities. It is not sufficient to provide only generalbrochures or generic information. Please advise if the RF&ESS requirements areconsidered to be commercial or commercial-type services. These terms are defined in FAR2.101.The statement (including any attachments) must not exceed 10 pages in length, exclusiveof the one page summary described below, and the size for the statement shall notexceed12 point. Please submit the capability statement electronically, via e-mail, tothe primary Point of Contact (POC) listed below. To facilitate a prompt review, a one-page summary shall be included with your capabilitystatement. This summary should include the following information: (1)Your companys name, address and telephone number;(2)Average annual revenues for the past 3 years and total number of employees;(3)Number of years in business;(4)Companys Government size standard/type classification (large, small, smalldisadvantaged, 8(a), woman-owned, veteran owned, service disabled veteran-owned, HUBZonebusiness);(5)To the extent applicable or known, any affiliate information, including: parentcompany, joint venture partners, and potential teaming partners (identifying anticipatedprime and subcontractor roles;(6)Applicable NAICS Code(s);(7)DUNS number and cage code; and(8)Your company point of contact, including name, email address, mailing address andphone number.This synopsis is for information and planning purposes only. It is not to be construedas a commitment by the Government, nor will the Government pay for information solicited.Respondents will not be notified of the results of the evaluation.All responses shall be submitted electronically (via email) to the primary Point ofContact (POC) listed below no later than February 28, 2011.
