Description
The U.S. Fish & Wildlife Service, Region Seven (7), Alaska, intends to award a sole source, firm-fixed price purchase order to the Bristol Bay Native Association. The U.S. Fish & Wildlife Service, Region Seven (7), Alaska requires the services of conducting harvest surveys in communities of the Bristol Bay Region. Supporting Information The 1997 Protocol Amendment to the 1916 Migratory Bird Treaty between the US and Canada provides for a regulated spring/summer subsistence harvest. This treaty amendment lays the legal groundwork for the tripartite Alaska Migratory Bird Co-Management Council (Council) consisting of Federal, State, and Native regional partners. The accompanying report to the amended treaty specifies: the need for harvest monitoring and that harvest estimates will be collected cooperatively by the Council, including: U.S. Fish and Wildlife Service, Alaska Department of Fish and Game (ADF&G) and Native regional partners. The March 28, 2000, Federal Register notice, Establishment of Management Bodies in Alaska to Develop Recommendations Related to the Spring/Summer Harvest of Migratory Birds, (Volume 65, No. 60) states that annual funding agreements with Alaska Native organizations, ADF&G, and others will be used to accomplish harvest monitoring. This Federal Register notice listed the 12 Native regional partner organizations, including the Bristol Bay Native Association (BBNA), on page 16,408. The April 8, 2002, Federal Register Notice, Procedures for Establishing Spring/Summer Subsistence Harvest Regulations for Migratory Birds in Alaska, establishes the program structure for the Alaska Migratory Bird Co-Management Council (Council). It states in section (c), Roles and Responsibilities, that the Council will develop recommendations for harvest monitoring, and will establish committees to gather or review data. A BBNA representative is on the Council, and a BBNA representative is Chairperson of the Council's Harvest Survey Technical Committee. BBNA is a non-profit organization that represents the interest of tribes/villages in their region through tribal resolutions that authorize them to act in their behalf in matters such as household surveys. Another organization would not have this authority in their region. The BBNA has a harvest monitoring system already in place in the Bristol Bay region, which monitors harvests of several other wildlife and fish species. This includes contacts in its member villages, and an office in Dillingham with trained and experienced harvest survey personnel. In addition to the fact that the BBNA is a regional partner organization of the Council which is legally charged with gathering the data, it will be most cost efficient to use BBNA's existing system rather than setting up a duplicative system. Description of Work: Collect bird and egg subsistence harvest information in villages of the North Slope region for the spring (Apr 1 - Jun 30), summer (Jul 1 - Aug 31), fall (Sept 1 - Oct 31), and winter (Nov 1 - March 9) survey periods. Period of Performance is from date of awad to March 31, 2012. This notice is NOT a request for competitive proposals adn the Government does not intend to accept proposals received.
