Description
The purpose of this Request for Quotations and any resultant Agreements is to acquire the Trailer Helicopter Operations Support for use on a local, Regional, and Nationwide basis. The Agreements will be competitively awarded by Dispatch Centers within Region 6 (Oregon and Washington) of the Forest Service and may be used for wildland fire suppression, all hazard activities, and severity. The Contractor is responsible for all equipment, materials, supplies, transportations, lodging, trained/certified personnel, supervision and management of those personnel, necessary to meet or exceed the Agreement specifications. The resources may be used in the protection of lands, to include but not be limited to, severity, fire suppression, and all-hazard incidents. 1.) Quotes shall be submitted in the Virtual Incident Procurement system (VIPR). To access VIPR you are required to have a Level 2 eAuthentication account that provides the ability to conduct official electronic business transaction. Level 2 eAuthentication information is available at the following website: http://www.fs.fed.us/business/incident/eauth.php. 2.) NO telephone requests for the solicitation package will be accepted, and NO paper copies will be issued. This is an all electronic process. 3.) This solicitation will be utilizing the new Pilot Vendor Application. Vendors are encouraged to review the web page to find information and instructions specific to the pilot application. Web page can be located at the following website: http://www.fs.fed.us/business/incident/pilotvendorapp.php 4.) Vendors must have a valid e-mail address since all VIPR communications are conducted via e-mail. An e-mail address is required for all of the following registeration: 5.) Vendors must have a valid Data Universal Number System (DUNS)number. This is required before registering in CCR. Request a DUNS number from Dun and Bradstreet on the web at: http://www.dnb.com 6.) Vendors are required to be registered in the Central Contractor Registry (CCR) and are encouraged to complete the On-Line Registration and Certifications Application (ORCA) as stated in the solicitation. The solicitation will be posted electronically only and will be posted to the FedBizOpps website at http://www.fbo.gov on or about February 11, 2011, and closing on March 19, 2011.
