Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. If a solicitation is released, it will be synopsized and posted at www.FedBizOpps.com. The Bureau of Reclamation, Lower Colorado Region, is conducting market research to ascertain if there are small businesses which have the capability to disassemble and remove pressure regulating valves (PRVs), pack and transport units to and from the facility to be modernized and refurbished, and assembly and reinstallation back at Hoover Dam. The work requirement includes the replacement of bushings with vesconite greaseless material, seats, seal rings, and gaskets; and all necessary machining to refurbish the PRVS to like new condition; repair of cavitation damage (including the area below the valve seat), replacement of steel parts; re-assembly of all PRV parts; adjustments to each PRV in accordance with newly furnished hydraulic components; and performance testing. All interested small businesses are encouraged to respond to this announcement no later than February 24, 2011, 4:30 PM PST. Please submit all requested documentation listed below to: Rita Horkan (LC-10212), Bureau of Reclamation, 500 Fir St. Boulder City, Nevada 89006-1470 (FedEx only) or via email, rhorkan@usbr.gov. Interested parties should submit a capabilities package demonstrating the ability to perform the principal components of work listed above. Packages should include the following information: (1) Business name and address, business size and type (8a, HUBZone, Service Disabled Veteran, Small Business, Large Business, etc.), (2) a positive statement of your intention to submit an offer for this requirement as a prime contractor, and (3) demonstration of the firm's experience showing a list of actual jobs completed within the past five years as a prime contractor. Include a list of two or more projects which demonstrate the capability and experience to work on hydroelectric pressure regulating valves, which are 60 inches or larger in outlet diameter, rated for 200 psi or higher and 1500 cubic feet per second of water flow. The firm must also demonstrate that it has engineering and design staff capable of reverse engineering components 50 years or older in age, Additionally, for each hydro unit listed, provide the following: a brief description of the work performed, project title, dollar amount and which functional areas were the responsibility of sub contractors, the plant name, plant location, hydro-generating unit number, unit output (MW), customer's contact name and phone number for a customer knowledgable of the work completed. Also, include attachments cataloging the firm's equipment assets, personnel resources and financial resources that demonstrate the firm's responsibility and capability to perform the required work. Responsible sources having relevant experience and the capabilities to perform the work will be considered. The applicable North American Industry Classification System (NAICS) code is 333611, "Turbine and Turbine Generator Set Unit Manufacturing", and the related small business size standard is 1,000 employees. The estimated dollar magnitude of this project is anticipated to be between $15,000,000 and $18,000,000. Central Contractor Registration (CCR) and Annual Representations and Certifications, as required by FAR 4.1102 and 4.1201, will apply to this procurement. Prospective contractors must be registered prior to award. Lack of registration in the CCR database will make an offeror ineligible for award.
