INL Senior Police Advisor for IPPOS Program Issuance Date: 02/08/2011 Closing Date: 02/25/2011 SOLICITATION NUMBER: PSC-11-012-INL SUBJECT: Solicitation for Personal Services Contractor (PSC), Department of State, Bureau for International Narcotics and Law Enforcement Affairs. The United States Government, represented by the Department of State, is seeking proposals (OF 612's) from U.S. citizens interested in providing the PSC services described in the attached. SOLICITATION NUMBER: PSC-11-012-INL ISSUANCE DATE: 02/08/2011 CLOSING DATE/TIME SPECIFIED: 02/25/2011 FOR RECEIPT OF APPLICATIONS: 16:00 PM ET POSITION TITLE: INL Senior Police Advisor for IPPOS Program MARKET VALUE: GS - 13/15 PERIOD OF PERFORMANCE: One year from date awarded PLACE OF PERFORMANCE: Washington, DC JOB DESCRIPTION: See below STATEMENT OF DUTIES The Office of Criminal Justice Assistance and Partnerships (INL/CAP) is part of the Bureau for International Narcotics and Law Enforcement (INL) at the US Department of State. The Bureau is responsible for the development, supervision, coordination, and implementation of international narcotics control assistance activities and international criminal justice issues for the Department of State. INL/CAP provides policy guidance and assists INL program offices in addressing the full range of criminal justice issues as they relate to police development programs globally. INL/CAP also manages the bureau's policy and activities in support of international policing in peacekeeping operations and is the bureau's conduit to the United Nations and other multilateral organizations on this topic. Police are a critically important element of UN peacekeeping operations, as evidenced by the 10 fold growth in police authorized for UN missions over the past 15 years. Recognizing the increased complexity of the roles that "police peacekeepers" play, as well as the growing demand for police peacekeepers, INL/CAP actively supports its own program and the efforts of the United Nations (UN) to improve the quality and timeliness of police deployed to UN missions. However, there still exists a critical gap in the deployment of well-trained, well-equipped police peacekeepers. In an effort to enhance the operational capacity of police peacekeepers in mission and to help multilateral organizations and police contributing countries (PCCs) deploy them more quickly, INL/CAP developed the International Police Peacekeeping Operation Support (IPPOS) program which provides training and equipment to PCCs. IPPOS is one of the few new programs this year to receive the endorsement of Secretary Clinton. Purpose: The main purpose of this position is to provide subject matter expertise to the entire INL bureau, especially INL/CAP and the IPPOS program, on international police training and curriculum development and peacekeeping capacity building efforts. Working with high level government and UN officials, the incumbent will play a central role in helping to develop the IPPOS program to support the UN and PCCs fulfill Security Council mandates for peacekeeping operations. The incumbent also will be responsible for overseeing the IPPOS program in the field and guiding/supervising the trainers and other IPPOS staff in the field. The Senior Police Advisor will report to the INL/CAP Director and Provide advice on wide-ranging policies and technical law enforcement matters related to U.S. participation in international policing Duties and Responsibilities: 1. Utilize U.S. law enforcement experience and knowledge in areas such as organizational development, training and career development, operational planning, ethics and corruption, community policing, civil disturbance/public order management, internal affairs, crowd control, proper use of firearms, defensive tactics, tactical progression, etc. to help develop concepts of operations, programming elements, and implementation strategies for U.S. participation in peacekeeping capacity building efforts. 2. Provide expertise/advice to the entire INL bureau on the design and implementation of police peacekeeping training overseas. 3. Serve as an senior technical advisor to program managers with respect to broad range of complex law enforcement issues, including standing police units, civilian policing matters, and any other issues based on the incumbent's professional law enforcement, management, and training experience/expertise. 4. Help identify and recommend expert instructors for police training. 5. Liaise and coordinate with other nations' governments and police forces to better understand local police needs, capabilities, and capacities to help develop appropriate assistance/training programs. 6. Closely work with international peacekeeping training centers, multilateral organizations, UN officials, other governments, donor countries, and other U.S. Department of State bureaus on international policing issues. 7. Provide guidance to and/or supervise other PSCs and contractors in the field during IPPOS training and assessments 8. Assist in developing, designing and implementing pre-deployment training courses, desired end-states, standard operating procedures, and doctrine/policies related to IPPOS program 9. Approve all finalized training curriculum, training schedule, and other training needs related to IPPOS. 10. Design new training programs as needed, for deploying police peacekeepers in coordination with the UN and other international partners. 11. Travel overseas to and within countries that are considered dangerous or unhealthy or other adverse environment. 12. Other duties as requested and assigned by the INL/CAP Office Director. Minimum Qualifications: 1. Citizenship: must be a U.S. Citizen and able to obtain a Department of State security clearance. 2. Education: Must possess both Bachelor's and Master's degrees from accredited institutions, preferably in criminal justice/law enforcement field. 3. Foreign Language: None required, but must demonstrate an ability to work effectively with an interpreter/language assistant. 4. Computer Skills: Proficient in MS Office Suite and demonstrate an ability to put together training materials in MS PowerPoint. 5. Work Experience: • Must have at least 15 years of professional full service law enforcement experience, with a minimum of 10 years as a chief executive officer for a medium or larger size police agency; • Must have at least 5 years experience conducting international police training and developing police training curriculum or police capacity building • Must demonstrate ability to manage large projects and personnel • Must demonstrate ability to conduct all of the responsibilities listed above and demonstrate previous experience in at least seven (7) of the responsibility areas • Must demonstrate experience in designing, general planning, evaluating, analyzing, and implementing government programs • Must demonstrate the ability to implement police training programs in an international arena 6. Leadership Experience: Must have successful supervisory and leadership experience in a multicultural environment; must demonstrate ability to make sound decisions in a timely manner and to work on and bear responsibility for several simultaneous projects while keeping the overall program goals in perspective; must demonstrate the ability and experience working with wide range of U.S. and foreign national personnel at all levels of an organization/government. 7. Knowledge: Must demonstrate knowledge of and experience working with UN Department of Peacekeeping Operations (DPKO) on international policing in peacekeeping operations, including doctrine development, pre-deployment training, and UN policies and standards for individual police and FPUs. 8. Communication: Must demonstrate excellent oral and written communication skills, including ability to communicate solutions effectively to both technical and non-technical audiences 9. Specialized Experience: Must demonstrate ability to function effectively in adverse situations and flexible enough to adjust to changing environments. Preferred Knowledge and Abilities: • Experience working on an INL program at the GS 14 level or higher. • Demonstrated knowledge of peacekeeping training centers worldwide. • Demonstrated knowledge of standing police units/formed police units. • Experience working on police programs in African nations. Position Elements: 1. Scope and Effectiveness: The incumbent will perform a broad range of tasks related to a complex foreign assistance program globally. 2. Supervision: The incumbent will receive overall guidance from the INL/CAP Director and program policy direction from INL/Washington, as well as political guidance from the Deputy Chief of Mission when in the field. S/he will provide expert advice to the bureau and embassies in countries where IPPOS training and assistance will take place. 3. Supervision Exercised: The incumbent will supervise or provide guidance to all staff implementing the IPPOS program in the field. 4. Complexity: The work involves planning, organizing, managing, and providing oversight of day-to-day administration and implementation of assessments and training in the field. The ability to remain flexible and manage changes in schedules and needs is essential. 5. Personal Contacts: The incumbent will work closely with the INL Program Manager, the embassies, other government officials, contractors implementing the IPPOS program, the UN/multilateral organizations, and trainers from other countries. 6. Level of Effort: The position is full-time, with a minimum of 40 hours per week. 7. Travel and Position Location: The position is located in Washington, D.C. but a majority of the time will be spent in the field. Frequent domestic and international travel, often for long periods of time, will be required. Travel may be to underdeveloped areas. Evaluation Criteria: Factor 1 Knowledge of and experience working with UNDPKO on international policing in peacekeeping operations; experience with or knowledge of policing capacities overseas, especially in Africa and Southeast Asia. (25 points) Factor 2 Work Experience: Minimum 15 years of professional full service law enforcement experience, 5 of which was conducting international police training/capacity building; Extensive experience developing and implementing police capacity building programs overseas, especially in preparation for peacekeeping operations. (25 points) Factor 3 Specialized Skills: Experience providing advice and guidance to wide range of people on broad range of complex law enforcement issues; experience working with gendarmes/stability police units/formed police units. (20 points) Factor 4 Leadership and Interpersonal Skills: Experience supervising people in multicultural environment and demonstrated interpersonal skills; Experience effectively liaising with all levels of foreign governments, other nations, multilateral organizations, and various USG agencies. (10 points) Factor 5 Communication: Ability to communicate effectively both orally and in writing, including ability to communicate solutions easily to both technical and non-technical audiences through a language assistant. (10 points) Factor 6 Diplomatic Experience: Demonstrated diplomatic experience coordinating and negotiating with foreign governments and international community; demonstrated ability to manage sensitive relationships with foreign governments and international community. (5 points) Factor 7 Past Performance: Offeror's previous experience and quality of past performance. (Evaluator may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references.). (5 points) 2. COMPENSATION Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry-level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant's experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. 3.
