- The Department of Veterans Affairs (VA) National Acquisition Center is conducting market research to assess industry capabilities for distribution services of a wide range of pharmaceutical products directly to VA and participating other Government agencies for VA's Pharmaceutical Prime Vendor Program and the availability and capability of qualified small business sources. This announcement is not a request for proposals and no solicitation is available at this time. The purpose of this sources sought notice is to conduct market research only. Respondents must have at least five years of experience in pharmaceutical distribution. The Pharmaceutical Prime Vendor (PPV) will be required to stock pharmaceuticals and distribute a broad range of pharmaceutical items to VA and Other Government Agency (OGA) facilities located in the 50 United States, Washington, D.C., Puerto Rico, the Philippines, U.S. Virgin Islands, and a single location in the Mariana Islands. Prices for the pharmaceutical products distributed under PPV program are priced by Federal Government contracts such as the existing Federal Supply Schedule Program, national contracts, Blanket Purchase Agreements and other Federal government contracts. Potential sources will be required to have an established web-based ordering system. Electronic order placement will be made daily by ordering facilities, with next-day delivery required to participating facilities located within the continental United States and 72-hour delivery required for facilities located outside the continental United States. A myriad of reports will be required to be provided under the program. Consistent with VA's Veterans First Contracting Program, VA is particularly interested in identifying Service-Disabled Veteran-Owned Small Businesses and Veteran-Owned Small Businesses with the requisite experience and capabilities to perform as a Pharmaceutical Prime Vendor. The response to this notice, along with other market research conducted by the VA National Acquisition Center will form the basis for developing the Pharmaceutical Prime Vendor acquisition strategy for the new and ensuing contract(s). Interested firms having the requisite experience and capabilities are encouraged to e-mail both German Arcibal (german.arcibal@va.gov) and Susan Proctor (susan.proctor@va.gov) no later than February 22, 2011. Responses must be addressed to both Mr. Arcibal and Ms. Proctor and include company name, address, web site, if any; point of contact, including phone number and e-mail address; and the states or geographical areas covered by the company. In addition, respondents should include the company's socioeconomic status, e.g., small business, service-disabled Veteran-owned small business, Veteran-owned small business, small disadvantaged business, Historically Underutilized Business Zone (HUBZone) small business, small disadvantaged business, and women-owned small business. Service-disabled Veteran-owned small businesses and Veteran-owned small businesses should also indicate whether the firm is verified by VA in the Vendor Information Pages (VIP) Database at www.vetbiz.gov.
