- The U.S. Army Corps of Engineers, Walla Walla District is seeking small business sources for a construction project entitled, Mill Creek Division Works. The work is located in Walla Walla County, Washington. This will be a firm-fixed-price construction contract. Construction magnitude is between $250,000 and $500,000. A bid bond of 20% or $3,000,000, whichever is less, will be required. 100% Performance and payment bonds will be required. The period of performance is 6 months, but any in-water work must be started and completed between July 15, 2011 and September 15, 2011. The North American Industry Classification System (NAICS) code for this project is 237990 and the associated small business size standard is $33,500,000.00. This sources-sought announcement is being issued to identify small business concerns with the capability to accomplish the work. This is not a solicitation. Only those firms responding to this announcement by submitting the following information will be used in determining whether to set aside this requirement. Please provide the following: 1) A capability statement expressing interest in this requirement, describing your company and its capability to complete a project of this magnitude and complexity. Include a statement detailing any special qualifications and certifications, applicable to the scope of this project, held by your firm and/or in-house personnel. 2) A statement or list of your firm's current or past technical experience similar to or the same as the summary scope of work and construction magnitude for this requirement. Include a brief description of each project scope, schedule, and dollar value. 3) A statement or list of your firm's current or past performance similar to or the same as the summary scope of work and construction magnitude. Include a point of contact name, phone number and email address. 4) A statement of your firm's bonding capacity. 5) A statement of your firm's business size and type (HUBZone, Service Disabled Veteran Owned, 8(a), small business). Your response to this notice must be received, in writing, on or before 4:00PM (local time) on February 18, 2011. Scope of work is as follows: Mill Creek Yellowhawk Radial Gate Remove the Yellow Hawk / Garrison 14 ft. wide by 6 ft. tall Radial Gate for offsite rehabilitation (sandblasting & painting) and when completed re-install. Test the Radial Gate through two operational cycles (1 cycle" at fully closed, to fully open to fully close). Replace two gate bushings, gate seals (two sides and one bottom) and two wire ropes. Mill Creek South Levee Culvert Replacement Excavate out the existing Corrugated Metal Pipe (CMP) and replace with a new PVC pipe and rebuild the levee to the current dimensions. Construct a new concrete Head works for this new PVC pipe. Mill Creek Anchors (Division Dam)/Concrete Decking & Low Flow Radial Gate Anchors (Diversion Dam) (Anchors): Replace a section of one damaged concrete pier nose, remove all existing Anchor eye lets (six total, two on each pier nose) and replace with longer Ones (six total). Replace the existing four motors with new motors and Torque Transducers (VFD). Test each wier gates (four gates, two test each) through two operational cycles (1 cycle: at fully closed, to fully open to fully close). Remove two angles (6 inch x 6 inch x 2 ft long) with two (6 inch x 6 inch x 4 ft long) angles at the north and south ends wall sections of the Mill Creek channel. (Concrete Decking): Place a new 4 inch thick concrete deck covering over the existing walk way section of the Mill Creek / Bennington Lake Diversion Structure (approx. 6 ft. wide x 97 ft. long). Provide concrete patch work over the exposed rebar section under the walkway section. Provide a new concrete steps (16 ft. long x 3.5 ft. wide) on the west end of the walk way and a concrete ramp on the East end of the walk way. Remove 240 ft. of existing railing and replacement with 240 ft. of new 6 ft. tall fencing with three top lines of barb wire. Three gates will be place in the areas of the gate actuators for Bennington Lake. Remove and re-install 36 ft. of existing 6 ft. tall fencing with barb wire on top by the fish screen section. (Low Flow Radial Gate Anchors): Raise or support the Radial Gate in order to remove or support the Radial Gate Shaft. Remove anchor nuts for the Radial Gate Shaft bushing assembly and the J-bolt nuts. Remove four (4) corroded J-Bolts embeded 16 inches into a concrete pillow block structure. Core-drill (2 inches in diameter) to a depth of 18 inches four (4) holes. Remove old bolts and grout in place four (4) new bolts and re-install gate shaft and pillow block assemby. Test the Radial Gate through two operational cycles (1 cycle: at fully closed, to fully open to fully close).
