- This future opportunity notice is to advise industry that as a result of themarket survey issued on 27 August 2009, SPAWARSYSCEN Atlantic (SSC-LANT)intends to issue a Request for Proposal (RFP) to procure technical services inresponse to priority initiatives promulgated by the Department of Defense(DoD) and other Government agencies requiring immediate and comprehensivesupport of the Electronic Security Systems (ESS), Information Assurance (IA),and Engineering Network System (ENS) programs for OCONUS Governmentfacilities. The technical services to be procured are comprised of programmanagement assistance, systems engineering, analysis, development,acquisition, integration, installation, testing, software development andmaintenance, and integrated logistic support, such as life-cycle maintenance,training, and technical documentation for Anti-Terrorism/Force Protection(AT/FP) systems support to ESS, IA, and ENS programs. A draft Performance Work Statement (PWS) is attached to this futureopportunity announcement. Anticipated work shall provide support to the SSC-LANT Code 51700. Places of performance include the European Command(EUCOM), African Command (AFRICOM), Central Command (CENTCOM) andvarious other government, joint, and DoD agencies in the EUCOM, CENTCOM,and Pacific Command (PACOM) Areas of Responsibility (AORs), as well as theBritish Indian Ocean Trust (BIOT) Territory. NOTE REGARDING SYNOPSIS: This synopsis is for information and planningpurposes ONLY and is not to be construed as a commitment by theGovernment. This is NOT a solicitation announcement. The informationprovided herein is subject to change and in no way binds the Government tosolicit for or award a competitive contract. The applicable North AmericanIndustry Classification System (NAICS) code is 541330 with a size standard of$27,000,000. The Government estimate for this effort is $94,700,000. A fulland open competitive, multiple award, Firm-Fixed-Price, performance based,indefinite delivery, indefinite quantity type contract, with a one (1) yearbaseperiod to be followed by four (4) one-year option periods. This is NOTconsidered a follow-on requirement. However, some of the work is currentlybeing performed under a similar scoped contract - N65236-07-D-5884 whichwas awarded to M.C. Dean of Chantilly, Virginia. The projected date for Request for Proposals (RFP) release is on or before 31March 2011.
