- software software software This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. This solicitation and incorporated clauses/provisions are those in effect through Federal Acquisition Circular 2005-48 Effective 31 Jan 2011and Class Deviation 05o0001. Defense Federal Acquisition Regulation Supplement DCN 20100927. This Solicitation incorporates by reference the following FAR and DFAR clauses: 52.204-7, 52.212-1, 52.212-3, 52.212-4, 52.212-5, 52.217-9, 52.222-50, 52.223-16, 252.204-7004, 252.211-7003, 252-212-7001, 252.227-7013 and 252.227-7014. Please see the attached document for the description. The Government intends to award to: IBM Software Group, Federal Healthcare 4600 McAuley Place, 2nd Floor Cincinnati, Ohio 45242 Phone: (513) 826-1176 The Government reserves the right to award without discussions. Please provide open market pricing only. Any other pricing will be considered non-responsive. Period of Performance is: Will be determined. FOB Destination. Proposals shall be received at ASC/PKEIS Attn: Darlene Patrick, 2275 D Street, Bldg 16, Room 128, Area B, Wright-Patterson AFB OH 45433-7228, or by e-mail to darlene.patrick@wpafb.af.mil by 8:00 a.m. EST on 9 February 2011. ***Note: The vendor must be registered in (CCR) Contract Registration: http://www.ccr.gov The below clause is included in full text: AF 5352.201-9101 OMBUDSMAN (AUG 2005) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern.
