- This announcement is for the purpose of soliciting prime construction firms for the construction of US Forces-Afghanistan (USFOR-A) Headquarters & Housing/ New Kabul Compound (NKC), Kabul, Afghanistan. A firm fixed price construction contract will be awarded to a prime construction contractor. The magnitude of the project is between $25,000,000 and $100,000,000. PROPOSAL PERIOD: The solicitation is scheduled for release on or about 03 March 2011. The proposals will be due on or about 04 April 2011. Contract award will be on or about 03 May 2011. PROJECT SCOPE: The project is for the construction of the USFOR-A Headquarters/New Kabul Compound, Kabul, Afghanistan. Primary facilities include housing, command and control, various mission support and training facilities, and site infrastructure. Supporting facilities include electrical distribution with transformers and switchgear, water and sewage distribution systems, mechanical systems, site improvement, paving and drainage. Antiterrorism/Force Protection measures are included. Full design drawings and specifications will be provided. The contractor will be required to site adapt the design after contract award. All work identified in the Scope of Work shall be completed within 800 days from the Notice to Proceed. Information on a site visit and instructions to obtain access to the site will be provided in the solicitation. Performance and Payment bonding will be required. PROPOSAL PROCEDURES: The Request for Proposal (RFP) will only be issued to prime construction contractors. Copies will not be released to suppliers, subcontractors, plan rooms, home addresses, or google accounts. The Best Value/Tradeoff contracting method will be used to evaluate proposals. Evaluation criteria will be stated in the RFP. The Government may include options in the solicitation. PLANS AND SPECIFICATIONS: This is an electronically issued solicitation. The Government will post the RFP to a file transfer protocol (ftp) site and be pass word protected. Proposals will be received in hard/paper copies only.
