- Description
- NASA/GRC has a requirement for Testing of Oxide/Oxide CMC Mixer Nozzle Hardware. The testing will be performed by FluiDyne Aerotest at their laboratory. The Channel 11static (dual flow) thrust stand will be used to assess the performance of the scaled-downCMC mixer nozzle. FluiDyne can collect acoustic data on several channels simultaneouslywith thrust and performance measurements. NASA/GRC intends to purchase the hardware from Aero Systems Engineering, Inc. for thetesting of work already in progress. This project is the second part of testing. AeroSystems has already performed the first part. They have the flexibility to obtain data atthe level of accuracy requested by NASA. This type of testing is required before largerscale components in ground-based engines can be tested. The Government intends to acquire a commercial item using FAR Part 12 and SimplifiedAcquisition Procedures set forth in FAR Part 13. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than close of businessJanuary 27, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government. Oral communications are NOT acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable. The installation Ombudsman is Kirk D.Seablom (216-433-5593), Kirk.D.Seablom@nasa.gov.
