Description
The Uniformed Services University of the Health Sciences (USUHS), located on the National Naval Medical Campus (NNMC) in Bethesda, MD, intends to negotiate on a sole source basis with the Accreditation Council for Graduate Medical Education (ACGME) for accreditation application fees for six (6) new programs at the University: 1.Critical Care Medicine 2.Infectious Disease 3.Nephrology 4.Rheumatology 5.Pulmonary Disease/Critical Care Medicine 6.Sleep Medicine Sole source determination is made in accordance with: FAR Part 13.106-1 Soliciting Competition (b) Soliciting from a single source (1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source f the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The Accreditation Council for Graduate Medical Education (ACGME) is the sole accrediting authority for post-MD medical training programs that is recognized by the federal government. They also serve as the sole accreditation council for USUHS's Graduate Medical Education. Membership with ACGME allows the University to continue to teach and improve healthcare by assessing and advancing the quality of USUHS's resident physicians' education through accreditation. In this case, these six courses were originally taught at Walter Reed Army Medical Center (WRAMC), but are being moved to USUHS due to WRAMC's gradual closure. Therefore, these six programs must go through a new accreditation application process, which this order is intended to cover. This is not a request for quotes (RFQ) and a solicitation package will not be issued. A determination by the government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses must be submitted electronically, via email, to Pierre.Smith@usuhs.mil by 5:00 PM (EST) on March 3, 2011.
