- United States Agency for International Development (USAID), Regional Development Mission for Asia (USAID/RDMA) envisions a two-year program, entitled "In-Pile Thermal Desorption (IPTD) Remediation Project at the Da Nang Airport, USAID/Vietnam. The objective of the program is to assist Government of Vietnam to remediate dioxin-contaminated soil and sediment at Da Nang. The technology selected for destruction of 2,3,7,8-tetrachlorodibenzo-p-dioxin in soil and sediment at the Da Nang airport is in-pile thermal desorption (IPTD) (a variation of in situ thermal desorption), a proprietary technology covered by one or more U.S. patents and international patents 1. Disclosure of the magnitude of construction projects: More than $10,000,000 Pursuant to FAR 6.302-1 and in accordance with FAR 6.303, USAID/RDMA plans to issue a sole source two phase Design-Build contract to TerraTherm, Inc. (10 Stevens Rd. Fitchburg, MA 01420 USA) who is the sole license holder for this technology. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4.00 p.m. Bangkok local time on February 17, 2010. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
