Description
Naval Air Warfare Center Training Systems Division (NAWCTSD) intends to solicit a proposal and negotiate a sole source contract with Aechelon Technology, Inc. of San Francisco, CA under authority of Federal Acquisition Regulation (FAR) 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The United States Navy (USN) identified a requirement for a Hawaiian Islands visual terrain database (VTD) for delivery to Marine Corps Air Station (MCAS) Kaneohe Bay, HI for integration into an Aechelon pC-Nova v5.5 Image Generator (IG) used in CH-53E Containerized Flight Training Device, number 2F220. The Government requires delivery of the VTD within 24 months after contract award. The anticipated ceiling amount for this contract action is $1.44M. This amount includes the cost of the (1) VTD and (2) the associated technical data. A sources sought notice, N61340SS101369, was published on November 16, 2010. No responses were received that indicated that there exists any other capability within the training system industry base to satisfy the Government's stated requirement. This synopsis is not a request for competitive proposals. Interested sources desiring to contest this synopsis may do so by asserting its supportable rationale to LaVenji Daniels via email at lavenji.daniels@navy.mil in an electronic format compatible with Word 2003 no later than February 17, 2011 at 4:00 pm EST. All information shall be furnished at no cost or obligation to the Government. No solicitation document is available. If no written contest to this synopsis is received, a Justification and Approval (J&A) in accordance with FAR Part 6.303 based on the rationale provided above will be initiated. If conducted as a sole source procurement with Aechelon Technology, Inc., no further synopses will be provided.
