- The Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) of the National Institutes of Health (NIH) is interested in continuing the provision of high quality systematic reviews and meta-analyses on published reports on diagnostic tests, medical and surgical treatment interventions in the neonatal-perinatal medicine, and provide the individual reports in a specified electronic format to the NICHD for posting on its public website. The electronic manuscript with summary evidence is made available on the NICHD website to help pediatricians across USA to access it freely, guiding their practice.http://www.nichd.nih.gov/cochrane/default.cfm This announcement is not a Request for Proposals (RFP) and does not commit the Government to award a contract now or in the future. No solicitation is available at this time. The purpose of this synopsis is to identify small business organizations with requisite qualifications to provide the services stated herein. Based on capability statements received in response to this Sources Sought Announcement this acquisition may be solicited as a 100% small business set-aside. All small business organizations (SB, SDB, WOSB, HUBZone, VOSB, and SDVOSB) are encouraged to respond to this notice. This requirement is assigned a code of 541712 in the North American Industry Classification System (NAICS) and the size standard for such requirements is 500 employees. To be deemed capable of providing the current need for this acquisition, the small business offeror must submit a written capability statement that clearly demonstrates capacity in the following areas: 1) Utilize a well-defined group of content experts from the field of neonatology, perinatology, pediatrics, or related medical fields relevant to the topic of the review, along with expertise to conduct high quality systematic reviews in the field of neonatal medicine. 2) Establish a process of conducting such reviews on a continuous basis with the specifications noted below. a) Provide at least 10 new and 15 revised updates each year related to any or all of the following: i) Therapeutic intervention reviews ii) Diagnostic test accuracy reviews iii) Methodology reviews iv) Overview of reviews b) Provide the reviews in four installments at about 3 month intervals each year. c) While conducting the reviews, follow a strict protocol. Use the rigorous guidelines established by high-quality professional review groups, such as the Cochrane Collaboration. d) Provide a detailed description of the methods to be used in generating the systematic reviews. If standard, published criteria are to be used, include them in the appendix, and cite them in the bibliography. e) Conduct the reviews based on professional standards for systematic reviews and meta-analyses. Describe the method/guidelines/principles to be used in the narrative. f) The reviews should assess all available evidence from the existing neonatal therapeutic interventions published/unpublished/or from other sources, as found fit. 3) Maintain an ongoing assessment of the review and monitoring system, and measure up to the standard as developed and maintained by high-quality professional groups, such groups as the Cochrane Collaboration. If other examples are used, provide citations of standards. 4) Provide editorial, methodological, and technical support to the reviewers, and to such regional editors of the review, if such editors are needed. 5) Maintain a database of primary reports/overviews of neonatal RCTs; coding and sorting of RCTs by topic, reviewer, and editor; providing methodological guidelines, advice, expertise, and software; assuring quality scientific review standards. 6) Update the database and classify the trials on a regular basis (monthly electronic search/quarterly hand search with classification and sorting every 3 months) 7) Update classified bibliography of primary reports of neonatal randomized trials and overviews every 3 months. 8) Provide the review results to NICHD Program Officer every 4 months in an electronic format (see specifications below) that will be compatible for posting on NICHD website. 9) The review results can be disseminated to the other electronic databases, providers, researchers, and decision makers, with the approval of NICHD. 10) Disseminate the review results, and provide continuing medical education on Systematic Reviews with two specific approaches noted below. a) Develop and disseminate a periodic Newsletter to disseminate Systematic Review-related educational materials to healthcare professionals who may be potentially involved in neonatal care. These may include, but not limited to, graduate and postgraduate students; fellows in various branches of pediatrics, members of nursing profession, junior faculty, and other academic faculty interested in learning, applying, and performing systematic reviews on neonatal topics. b) Conduct at least one annual educational course, seminar or a workshop to the specific purpose of disseminating the scientific knowledge about, and the methodology of conducting systematic reviews to trainees and interested academic faculty noted in 10 a). The specific goal for such educational sessions would be to increase the pool of reviewers from the academic community in the United States. c) Provide NICHD and the project officer with a copy of the aggregate database and specialized review results on an annual basis. Interested organizations that believe they possess the capabilities necessary to undertake this project should submit electronic copies in addition to four (3) hard copies of their capability statement. Please limit responses to fifteen (15) pages or less. Any proprietary information should be so marked. The capability statement shall reference Sources Sought Synopsis number NIH-NICHD-2011-02 and shall include the following: (1) name and address of the company, size standard and business status of the organization (i.e. educational institution, non-profit, large business, small business, 8(a), or other corporate or non-corporate entity) as listed under www.ccr.gov; (2) point of contact with name, title, telephone number, facsimile number, and e-mail address; (3) DUNS number; (4) contractor's capability statement that demonstrates the firm's ability, knowledge, and experience specific to the requirements set forth in the description above; and (5) qualifications and experience of any key personnel likely to perform directly under any resultant contract. Written capability statements should be received by the Contracting Officer by no later than 3:00 PM local time on February 11, 2011. NO COLLECT CALLS WILL BE ACCEPTED. RESPONDENTS MAY SUBMIT THEIR CAPABILITY STATEMENTS VIA EMAIL IN ADDITION TO THE FOUR (4) HARD COPIES.
