Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is VA-241-RQ-0101 and is issued as a request for quote. The solicitation document and incorporated provisions and clauses are those in effect through FAC 2005-43. The NAICS code is 561720. Size standard $15 million. The Government intends to award a firm fixed price contract in accordance with all terms, conditions, provisions, and specifications of this solicitation. This acquisition is set aside for Service-Disabled Veteran Owned Small Businesses (SDVOSBs). All prospective contractors must be registered in the Central Contractor Registry (CCR) and www.vetbiz.gov as an SDVOSB to be considered for award. The contractor shall provide all labor, supervision and all other resources required to clean windows (both sides), re-stain planter boxes, and paint ledges in the clinical area of the atrium. Place of Performance is 4500 South Lancaster Rd., Dallas, Texas 75216. The anticipated Period of Performance is for a one (1) year base period with four (4) option periods. The Contractor shall perform during the base year, from date of award through 2015, with service performed from on/around mid December to mid January of each award period. The base must perform within sixty (30) days after award. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award will be made as the Best Value to the Government. The evaluation factors are, Technical: Provide experience and trained personnel, Provide all equipment necessary to reach six (6) stories to perform the requirement, Contractor will be able to start performing services within five (30) days after Award Past Performance: provide three (3) recent and relevant references in the last three years Technical and past performance, when combined, are more important than price. Scope of Work: The contractor shall provide all labor, supervision and all other resources required to clean glass, both sides on two (2) above grade floors and dust and/or vacuum adjacent ledges; Dust and/or vacuum base ledges of three skylights in Main and East Atriums; Wash atrium side of atrium wall glass and frame; Dust and/or vacuum vent covers at top of atrium; Wash atrium side of elevator shaft glass and wipe frames; Paint fifth floor ledges on atrium side to match, VA to provide color; Stain or re-finish third floor planter wood edges on atrium side. 3. Background: The atriums in the Clinical Addition have surfaces that require special high access equipment and training to reach for cleaning. Additionally, some painted areas and wood trimmed areas have become water-stained or faded and require painting or treatment of the wood surfaces. The goal is to accomplish these tasks over the holiday season during low flow times on the weekends. 4. Performance Period: All work is to be performed on Saturdays and Sundays and federal holidays during Christmas season. The base year is to start performing within thirty (30) days of award, while the option years are to perform during the aforementioned time frame. 5. Type of Contract: Firm-fixed-price contract.
