- The National Capital Region Contracting Center (NCRCC), on behalf of the PEO Enterprise Information Systems, intends to award a sole source contract extension under the authority of U.S.C. 2304(c) (1), as implemented by FAR 6.302-1. Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, to provide continual service to support extension of services for the New Parent Support Program, Fort Bragg, Personnel Services and Support, for contract with SERCO, Inc. (W91WAW-10-D-0065- Task Order 0008), for a period of three-months. This task order provides for financial management services and transition support to the Ft. Bragg's Army Community Services. The Army Community Service Center at Fort Bragg provides a wide variety of support services to Army soldiers and their family members in various stages of deployment and transition. Project work for this requirement includes administrative support to the Family Advocacy Program, coordination of FAP activities related to the New Parent Support Program, community and military agency liaison activities; and implementation and coordination of in-home visits of expectant parents and new parents. This will include a combination of home visitation, office visits, hospital visits, Mother Baby Unit visits for referrals, Prenatal and Parenting classes, Pregnant Soldiers Wellness Program classes, play morning sessions, safety education classes, collection of Obstetric (OB) Family Needs Screeners (FNS), scoring of FNS, referrals to Social Work Services (SWS) if warranted, and development of a Family Service Plan, which is the framework for home visits. At least two home visits are scheduled per month. Topics discussed during these visits include nutrition, safety, childhood illnesses, immunizations, growth and development, support, deployments, continuing education, referrals to ACS AFTB, unit FRGs, MilitaryOneSource, Women, Infants, and Children (WIC) Chaplains, EFMP, etc. Were this task order to lapse, the above services would cease. This would have an immediate negative effect on Soldiers and their families. This notice of intent to award a sole source contract extension is not a request for competitive proposals. The proposed sole source contract requested is a short term acquisition for three (3) months. This sole-source contract was limited to the least amount of time necessary to obtain full and open competition as soon as possible. Phone calls will not be accepted.
