- RECOVERY: THIS IS AN AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) PROCUREMENT: In compliance with the transparency and accountability requirements associated with the supplemental appropriations provided by the American Recovery and Re-Investment Act of 2009, Pub. Law 111-5, The Bureau of Indian Affairs, Rocky Mountain Regional Office, Billings MT, is soliciting quotes for educational support services to implement a reading mastery program at the Ojibwa Indian School, Belcourt, North Dakota. This procurement will be firm-fixed price and is subject to reporting requirements of the Act. ****************************************Special Recovery Reporting Requirements**********************************************The Contractor shall register and report all project information as listed in FAR PART 52.204-11(MAR 2010 DEVIATION), using the online reporting tool available at www.federalreporting.gov. Failure on the part of the Contractor to provide, maintain, and report the required reporting and special reporting information as required by FAR 52.204-11(MAR 2010 DEVIATION) within specified days following award shall constitute a material breach of the contract upon which BIA may immediately terminate a resultant contract for cause. A fixed price contract with fixed quantities will be awarded. Contractor must be registered with both the Central Contractor Registration (CCR) at ccr.gov in order to receive any ARRA funded award from the Federal Government. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation No. RA000411006 herein cited is issued as a Request for Quote (RFQ) and will be procured under FAR Part 12, Acquisition of Commercial Items. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-42. The associated North American Industrial Classification System (NAICS) code for this procurement is 611710. This acquisition is a small business set-aside, Size standards in average annual receipts is $7,000,000. Contractors shall submit: 1) a signed and dated quote, accompanied with the contractor's DUNS number; 2) a completed copy of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items (if registered in ORCA please indicate); 3) resumes of key personnel assigned to the project; 4) three past performance references. The professional development provided will assist in enhancing students reading scores, so the schools can work toward goal of making Adequate Yearly Progress (AYP).Scope of Work:Using the Houghton-Mifflin and McDougal Little Reading Series, improve current practice to enhance students reading mastery skills, grades Kindergarten through Eight and work toward the goal of making Adequate Yearly Progress (AYP).Objectives:The professional development will provide Teachers and Education Technicians skills in implementing a reading mastery program for students. The new reading techniques will assist in improving students reading skills and to work towards making Adequate Yearly Progress (AYP)Tasks:The Contractor will review current practice through monitoring and capturing data to provide feedback and lesson modeling. The contractor shall provide mentoring during monitoring, and will participate in, and co-lead, then lead team collaboration and data review. The contractor will be required to develop site-based decision making process (decision making is a process for decentralizing decisions to improve the educational outcome) to sustain the effort between and after visits. Assist teachers in developing a plan to supplement programs gaps and promote more active student engagement. Delivery:Services will be provided to 30 Teachers and 11 Education Technicians at the BIE OIS in 23 classrooms. The contractor will assist the teachers develop Curriculum-Based-Measures that will guide in decision making based on the theme, unit and curriculum -embedded progress monitoring.Develop and implement a Reading Mastery and Corrective Reading program delivered over four 2 day sets of dates for a total of 8 daysDevelop and implement Houghton-Mifflin and McDougal Little programming delivered on eight 2-day sets of dates, for a total of 16 days.Services will be provided on weekdays, Monday thru Friday, excluding Federal Holidays, between hours 8:30AM to 3:30 PM.Schedules and Training aides delivered in hard copies/disks will be provided to all staff in attendance. Government-Furnished Property:All training will be provided in a classroom setting. Classrooms are equipped with desks, chairs, phones, white boards, overhead projection with screen, and computer.Security Requirements:Contractor will be subject to a background investigation as required by Bureau of Indian Affairs, Security.
