Solicitation Number: ED-IES-11-R-0032 ED Tracking number: iesne110003 National Household Education Surveys (NHES) of 2012 - The contractor shall develop materials for an early calendar year 2012 data collection from households about family involvement in education of children in elementary and secondary school and participation in pre-kindergarten education and care. The U.S. Department of Education (ED) through the Institute of Education Science's (IES) National Center for Education Statistics (NCES) intends to issue a request for proposals (RFP). ED is interested in studying topics that are difficult to address without data collected directly from households. These topics include participation rates of children in early education activities before they enter elementary school, and early childhood development more generally including the acquisition of skills before kindergarten entry. They also include school choice decisions for children in elementary and secondary schools, broader issues of parent and family involvement in education through direct involvement with children's schools and out-of-school educational activities, and postsecondary planning activities of school-aged children and their families. To study these and related issues, the Department has relied on the National Household Education Surveys Program (NHES). NHES is a set of surveys that have been conducted approximately every two years since 1991. Since its inception in 1991, the NHES survey was conducted by telephone using Computer Assisted Telephone Interview (CATI) software to collect data from households sampled by Random Digit Dialing (RDD) sampling techniques. As a result of falling response rates and potential coverage issues, NCES undertook a major redesign of the programming starting in 2009. The redesign included an initial feasibility test of a two phase mail out - mail back survey utilizing an Address Based Sampling (ABS) in 2009. This will be followed by a large scale field test in 2011. A full scale data collection is planned for 2012 and would be scheduled from early January through May. The data collection will attempt to screen approximately 200,000 households by mail and then conduct a follow up interview by mail with approximately 40,000 households that have a child under the age of 20. The follow up will be one of three topical surveys depending on the age and school enrollment status of the selected child. Different mailing and contact strategies will be employed at the screening stage depending on case characteristics, and then at that follow-up interview stage depending on screening approaches used for a given household. Follow-up interview contact approaches will be based on how cases were contacted during screening mailings so firms will need experience tracking case specific characteristics to tailor mailing package across multiple mailings. Telephone non response follow up will be conducted at the initial screening phase and follow-up interview phase to boost response rates and handle literacy issues. Offerors will be expected to identify sampling frames that include mailing addresses and related telephone numbers, draw a sample of addresses that will result in nationally representative samples of children not yet in kindergarten and children in grade K-12, conduct all necessary mailing activities including production of all necessary letters and questionnaires (letters and questionnaires will be developed under separate contract and provided at the outset), and insertion of incentive materials, following up mail nonresponse with phone contacts to conduct phone interviews as needed, converting returned questionnaires and phone interview data into electronic databases, imputing the databases for item nonresponse, developing weights for the data sets, and developing all materials needed to generate proper variance adjustments for the data. The contractor will also develop codebooks and datafile user manuals along with a detailed methodology report with sufficient information for someone to replicate the study. The contract will be a small business set aside. Companies with experience managing large scale, complex, mixed-mode (mail and telephone) household surveys are encouraged to submit offers. Two NAICS codes are used to define this procurement: This procurement is defined as code 541720 under the North American Industry Classification System (NAICS). As such, the applicable Small Business Size Standard for this announcement is $7 million or less in annual receipts. This procurement is also defined as code 518210 under the North American Industry Classification System (NAICS). As such, the applicable Small Business Size Standard for this announcement is $25 million or less in annual receipts. For the calculation of annual receipts see parts 121.104 and 121.106 in SBA's Small Business Size Regulations. All responsible sources that meet the applicable Small Business Size Standard(s) may submit a proposal, which will be considered by the agency. It is anticipated that one incrementally funded type contract, with a period of performance of 23 months, will be awarded as a result of the RFP. It is also anticipated that the resultant contract will contain options that do not extend the period of performance. The contract type is anticipated as a hybrid and includes both cost reimbursement tasks and fixed price tasks. This announcement is not a Request for Proposals (RFP).
