- UNITED STATES TREASURY DEPARTMENT OFFICE OF TECHNICAL ASSISTANCE INFRASTRUCTURE FINANCE TEAM Private-Public Partnership Professional The U. S. Department of the Treasury's Office of Technical Assistance (OTA) is recruiting an individual on a competitive basis to serve as a Resident Advisor in Costa Rica on the Infrastructure Finance Team (IFT). The person selected will be hired under a personal services contract to work for the Government Debt Issuance and Management Program. IFT is a joint initiative between OTA and the Government of Chile to strengthen the capacity of selected Latin American and other governments to effectively utilize the Private-Public Partnership (PPP) model to finance infrastructure development. The IFT program provides technical assistance and policy advice to senior officials at the Ministries of Public Works and Finance, and the Concessions Agencies in host countries, as well as to other related government agencies. QUALIFICATIONS: Applicants should have significant managerial experience in one or more of the various phases of PPP development and implementation to include: concession laws, project design and tendering, financing structures, economic feasibility projections, concession contract negotiations, and concession operation. Project experience in toll road, airport, or seaport concessions is required. Other PPP experience is desirable. This recruitment is for PPP infrastructure advisory work in Costa Rica and may include additional responsibilities for advising other Central American countries. Prior overseas work experience in challenging environments is highly desirable. Spanish language is required. Candidates must have the ability to work independently and gain the confidence of host government officials and counsel them about policy choices and their consequences. Advisors are expected to build a lasting framework for PPP analysis in Costa Rica, promoting improved concession design and mobilizing private capital for infrastructure development. Candidates must be U.S. citizens. SALARY AND BENEFITS: Salaries are negotiated in accordance with program regulations, and ranges from $123,758 to $165,300. Overseas benefits are provided as allowed by federal regulations. Successful applicants will be subject to a security background investigation at the appropriate level and medical clearances.
