- THIS IS A MARKET SURVEY FOR PRELIMINARY PLANNING PURPOSES ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. The US Army Corps of Engineers, Alaska District is seeking sources for the design and construction of a combined Brigade Headquarters/Battalion Headquarters with classrooms (integrated into one facility) as part of the Maneuver Enhancement Brigade Complex to be designed and constructed as a FY12 project. DESIGN AND CONSTRUCTION MANGITUDE LIMITATION: $25,000,000 - $50,000,000 for the project. The Government intends to use responses to this sources sought synopsis and other contracting and business processes to determine if t his acquisition should be set-aside for one of the following small business types: Woman Owned, Small Business, Small Disadvantaged Business, HUB Zone Small Business, Veteran Owned Small Business, Service Disabled Veteran Owned Small Business, or as a competitive solicitation under the 8(a) program. Interested sources must state whether they are capable of providing services required for the facility design/construction. The Government must ensure there is adequate competition among the potential pool of available contractors. PROJECT DESCRIPTION: Design and Construct approximately 58,200 square foot combined Brigade and Battalion Headquarters building with classrooms as part of the Maneuver Enhancement Brigade Complex (MEB), Phase II. Project also includes information systems, fire protection and alarm systems, intrusion detection system (IDS) installation, and Energy Monitoring Control Systems (EMCS) connection. Sustainable Design and Development and Energy Policy Act of 2005 (EPAct05) features will be provided. Supporting facilities include site development, utilities and connections, lighting, paving, parking, walks, curbs and gutters, storm drainage, information systems, landscaping and signage. Heating and air conditioning will be provided by self-contained units. Measures in accordance with the Department of Defense Minimum Antiterrorism for Buildings standards will be provided. Comprehensive interior design services are required. Access for individuals with disabilities will be provided. Small Business Size Standard is $33.5 million. Interested firms shall register as an interested vendor and respond to this Sources Sought Synopsis with the following information: a. Offerors names, address, point of contact, phone number, and e-mail address; b. Capability to perform a contract of this magnitude and complexity (include offerors capability to execute the design and construction comparable work performed within the past five (5) years and a brief description of the project, customer satisfaction, and dollar value of project) c. Type of business and business size (whether large business, Woman Owned, Small Business, Small Disadvantaged Business, HUB Zone Small Business, Veteran Owned Small Business, Service Disabled Veteran Owned Small Business, or 8(a) program participant) d. Joint Venture information (as applicable) existing and/or potential. e. Bonding capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars.
