- Title II Performance Work Statement Solicitation No. - ED-OPE-11-R-0031 (Please note that the Solicitation number has changed from EDOPEP110006) The United States Department of Education (ED) is issuing this public announcement (synopsis) for the Office of Post-Secondary Education's Title II Data Collection requirement to all interested parties. Background: There is an ongoing need for continued implementation of the Office of Post-Secondary Education's (OPE) Title II Data Collection from Institutions of Higher Learning. The services required include data collection from institutions of higher learning nationwide and the preparation of a Congressionally mandated report. Specific support required includes: • Collecting and analyzing Title II data from states and jurisdictions, IHEs with teacher preparation programs and non-IHE-based programs; • Developing and maintaining the existing database on the quality of U.S. teacher preparation and requirements of states' initial teacher certification and licensure; • Updating and supporting the existing website's presentation of Title II data, reports and associated documentation and resources, such as the User Manual and other guidance; • Providing a variety of information on the nation's teacher preparation programs and states' requirements for initial teacher certification or licensure and assessment; and • Preparing the Secretary's annual report to Congress and the public on the quality of U.S. teacher preparation and requirements of states' initial teacher certification and licensure. Please review the attached Performance Work Statement for full details regarding this requirement. Period of Performance: The anticipated period of performance shall be for one, 12-month base period, with four (possible), 12-month option periods (if exercised at the discretion of the Government). The solicitation is scheduled to be issued on www.FedBizOpps.gov. on or about February 14, 2011. All interested and responsible vendors are required to be registered in the Central Contractor Registration (CCR) database prior to the award any resultant contract by the U.S. Department of Education (http://www.ccr.gov). All interested parties may submit questions regarding this pre-solication notice to Jake Von Reyn, Contract Specialist at jake.vonreyn@ed.gov, with a cc: to Veronica L. Price, Contracting Officer at veronica.price@ed.gov, by 10 am (EST), February 09, 2011. The Contracting Officer reserves the right to not provide responses to any questions received by interested parties, after the aforementioned date. The official closing date for this presolication notice is February 12, 2011.
