- Description
- This is a Pre-solicitation Notice only. The 48th Contracting Squadron at RAF Lakenheath, United Kingdom anticipates a competitive acquisition for the packing, containerization, and local drayage of direct procurement method (DPM) personal property shipments. The contractor shall furnish all personnel, equipment, facilities, supplies, services and materials, except as specified in the Performance Work Statement as government -furnished property (GFP), for the preparation of personal property of Department of Defense personnel for local shipment and/or storage and related services. The contractor shall be obligated to provide packing and crating services for all local intra-city and intra-area moves and outbound household goods shipments. The contract shall be Non-Personal in nature and in strict accordance with the PWS, subject terms and conditions of the main contract, and each task order. The base year performance period will be for three (3) months with an anticipated start date of 1 July 2011 through 30 September 2011 with four (4) additional one-year ordering periods. Areas of performance for this requirement will consist of RAF Alconbury, Croughton, Fairford, Feltwell, Lakenheath, and Mildenhall, as well as, all Geographically Separated Units (GSU) in the United Kingdom. This requirement will be solicited as Full and Open Competition and will not contain set-asides. The applicable NAICS Code for this solicitation is 488991, Packing and Crating. The Lowest Priced Technically Acceptable (LPTA) source selection process in accordance with FAR Parts 12 and 15.101-2 will be used with evaluation factors of Technical Proposal, Past Performance and Price. The Government reserves the right to award a contract to other than the lowest price offeror if non-price factors such as Technical and Past Performance represent the best value. All relevant solicitation documents including the Performance Work Statement will be made available for download exclusively from the internet by accessing the FedBizOps website at http://www.fbo.gov and the local Forest Heath District Council website http://www.forest-heath.gov.uk/. Paper copies will NOT be available. Once the solicitation is advertised on those websites, it is incumbent upon the interested parties to review these sites frequently for any updates/amendments to all documents; and verifying the number of amendments issued prior to the solicitation due date. All potential sources must obtain a (NATO) Cage Code and DUNS number and register in the Central Contractor Register (CCR), at http://www.ccr.gov, in order to transact business with the Department of Defense (DOD). Failure to obtain a DUNS number and be currently registered in the CCR may result in the delay of award of a contract or possible award to the next otherwise successful offeror who is registered in the CCR at the time of the award. A solicitation will be issued on or around 31 January 2011. The closing date and time of submission of propsals will be contained within the solicitation package. No response to this notice is necessary and no Source List will be maintained. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any proposal, etc. or preparation cost. The Government reserves the right to cancel the solicitation either before or after the solicitation closing date.
