- Description
- The Peace Corps anticipates the competitive award of a requirements contract to provide services in support and administration of a health benefits program for Returned Peace Corps Volunteers (RPCVs). Peace Corps is an independent executive agency of the Federal Government established in 1961 to promote world peace and friendship through the service of American volunteers abroad. The agency currently manages more than 8,655 volunteers in approximately 77 international posts. Peace Corps manages healthcare services for more than 15,000 individuals each year. These individuals are Applicants, Peace Corps Volunteers (PCVs), and Returned Peace Corps Volunteers (RPCVs). The health benefits program is comprised of both a self-insured and a fully insured component. This procurement shall be in support of the fully insured component only. All RPCVs shall be enrolled at the end of their Peace Corps service, regardless of length of service. Peace Corps will pay the first month's premium of the plan for the RPCV and eligible dependent children under age 18. Purchasing up to an additional 18 months of coverage after the first month will be at the expense and discretion of the RPCV. The Government intends to use performance-based contracting methods for this procurement. Additionally, this procurement will be accomplished in accordance with the procedures established in FAR 15. It is anticipated that the period of performance will be for one base year, plus four one-year option periods. The Request for Proposal (RFP) will be available electronically at FedBizOpps ( http://www.fedbizopps.gov/ ) on/about February 14, 2011. Prospective offerors are responsible for downloading the RFP and all attachments. It is the offeror's responsibility to monitor Fedbizopps web page for the release of the solicitation and any amendments that may follow. It is anticipated that proposals will be due 45 days after the date of issuance of the RFP. The North American Industry Classification System (NAICS) Code for this requirement is 524210. To be eligible for award, offerors must be registered with the Central Contractor Registry at www.ccr.gov. Additionally, Representations and Certifications must be completed at http://orca.bpn.gov. This notice does not obligate the Government to award a contract, restrict the Government's ultimate approach nor does it obligate the Government to pay for any proposal preparation costs.
