- United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division - Kansas City, (EAD-KC) is seeking sources interested in providing additional maintenance, monitoring, and adaptive management throughout the Puyallup River watershed for the Commencement Bay Natural Resource Trustees. Commencement Bay is the harbor for Tacoma, Washington, and is located at the southern end of Puget Sound. The Commencement Bay Natural Resource Trustees (Trustees) have established restoration projects throughout the Puyallup River Watershed in the State of Washington. After several years of maintenance and monitoring, there are no longer regulatory or legal requirements to provide additional maintenance, monitoring or adaptive management at these restoration sites. The development of these sites has been the investment of much time and resources and has provided significant benefit to the environment and to the citizens in the Puyallup River watershed. It is necessary to continue to provide both active site stewardship and community involvement to ensure continuation of success. The Trustees are seeking an entity with the experience and qualifications necessary to manage the stewardship of the sites for the next 30 years. Site stewardship needs at these sites include regular site inspections, maintenance, qualitative (observational and photographic) monitoring, financial management, adaptive management activities (e.g. vegetation management), and community involvement. The Trustees would like to determine what entities have the experience and expertise to provide assistance in implementing the stewardship services at the identified sites, which may include but is not limited to the performance of the following activities: • Developing an annual work plan proposal indicating activities, associated timelines, and materials needed. • Manage the funding to ensure stewardship on the sites for at least 30 years. • Create, encourage, coordinate, and host community volunteer events to accomplish stewardship tasks including invasive plant removal, placing mulch, planting, trash removal, etc.; • Performing bi-monthly inspections at the sites and making recommendations for follow up maintenance and adaptive management actions at the sites. These site visits may be performed by staff, subcontractors, or volunteers; • Providing public education and stewardship opportunities to the community with regard to restoration in Commencement Bay; and • Other responsibilities as negotiated and assigned. • Obtain access agreements from various property owners (Port of Tacoma, City of Fife, The Puyallup Tribe of Indians, and City of Tacoma) prior to the start of work on-site.
