- Title: Support Services for Royal Saudi Air Force and Afghan Air Force Response Date: 4:00 P.M. CST, 11 Feb 2011. Description: The Air Education and Training Command (AETC), Contracting Squadron, LGCI is seeking sources for SUPPORT SERVICES FOR ROYAL SAUDI AIR FORCE AND AFGHAN AIR FORCE in support of Foreign Military Sales (FMS) acquisition program located at Randolph AFB, TX. The REQUEST FOR INFORMATION (RFI) is being issued to help determine the availability of qualified companies technically capable of meeting the Government requirement. THIS IS NOT A REQUEST FOR PROPOSAL (RFP), NOR IS IT A REQUEST FOR QUOTATION (RFQ). It is not to be construed as a commitment by the requesting party to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this RFI. The Government will NOT be responsible for any costs incurred by interested parties in responding to this RFI. This FedBizOps sources sought notice is strictly for market research. Acknowledgment of receipt of response will not be made, nor will respondents be notified of Government's evaluation of the information received. As a result of this RFI, the Government may issue a RFP; however, should such requirements materialize, no basis for claims against the Government shall arise as a result of a response to the RFI (e.g. use of such information as either part of its evaluation process or in developing specifications for any subsequent requirement). All respondents are requested to identify their firm's size and type of business (e.g. large business, small business, service disabled, HUB zone, 8(a), etc.) The North American Industry Classification System (NAICS) code is 611519, size standard $7.0M. The source should be capable of supporting the requirements listed below. ROYAL SAUDI AIR FORCE SUPPORT PERSONNEL The support personnel are to strengthen and continue to modernize the Royal Saudi Air Force (RSAF). The diversity of specialities requested assists all weapons systems or processes involved in the training processes for the weapons systems. The contractor shall provide the personnel and personnel support services in Saudi Arabia. All personnel listed as instructor will be a graduate of the USAF Academic Instructor Course, equivalent course, or have the appropriate work experience. Instructors will be simulator qualified if the weapons system has a simulator as a primary training device. It is desired that personnel be of a military background. F-15S RFWS Instructor Pilot. Designs and participates in structural programs aimed and teaching RFWS the functions and capabilities of weapons, weapons related equipment, weapons delivery systems, tactics, and weapons employment. Serves as a flight instructor in the RFWS courses and associated continuation training programs. Provides academic and simulator training associated with the RFWS courses. Assists RFWS commander in identifying weapons and/or tactical deficiences and advising on necessary action programs to remedy problem areas. Assist in the development of flight training exercises and requirements designed to improve unit weapons delivery capability. Assist in coordinating weapons and tactics intelligence training. Develop weapons and tactics training standards and criteria for the operational units. Identify training deficiences and provide recommendations. Continuously monitor the status of weapons and tactics training and recommend improvements as appropriate. Assist in modifying existing lesson plans, presentations, briefing guides, syllabi and other multi-media technical materials. F15S RFWS Instructor WSO. Designs and participates in structural programs aimed and teaching RFWS the functions and capabilities of weapons, weapons related equipment, weapons delivery systems, tactics, and weapons employment. Serves as a flight instructor in the RFWS courses and associated continuation training programs. Provides academic and simulator training associated with the RFWS courses. Assists RFWS commander in identifying weapons and/or tactical deficiences and advising on necessary action programs to remedy problem areas. Assist in the development of flight training exercises and requirements designed to improve unit weapons delivery capability. Assist in coordinating weapons and tactics intelligence training. Develop weapons and tactics training standards and criteria for the operational units. Identify training deficiences and provide recommendations. Designs and participates in structural programs aimed and teaching RFWS the functions and capabilities of electronic warfare (EW) on weapons, weapons related equipment, weapons delivery systems, tactics and weapons employment. Provides academic and simulator training associated with the RFWS courses. Assists RFWS commander in identifying weapons and/or tactical deficiences and advising on necessary action programs to remedy problem areas. Assist in the development of flight training scenarios, exercises and requirements designed to improve unit weapons delivery capability. Assist in coordinating weapons and tactics intelligence training. Develop weapons and tactics training standards and criteria for the operational units. Identify training deficiences and provide recommendations. Continuously monitor EW development and threats on the status of weapons and tactics training and recommend improvements as appropriate. Assist in modifying existing lesson plans, presentations, briefing guides, syllabi and other multi-media technical materials. F-15S Simulator Instructor Simulator instructor able to brief, conduct and debrief all training syllabi and continuation training mission. Assist mission planning for all phases of flight to ensure successful mission execution. Operate associated simulators and cockpit trainers to include egress trainers. Train selected RSAF personnel to become qualified as simuator instructors. Assists RFWS commander in identifying weapons and/or tactical deficiences and advising on necessary action programs to remedy problem areas. Assist in the development of flight training scenarios, exercises and requirements designed to improve unit weapons delivery capability. Identify training deficiences and provide recommendations. Assist in modifying existing lesson plans, presentations, briefing guides, syllabi and other multi-media technical materials. Course Technologist & Computer Programmer. Designs and participates in structural programs aimed at assiting the RFWS with the functions and capabilities of weapons, weapons related equipment, weapons delivery systems, tactics, and weapons employment. Familiar with courseware process; development, revisions, quality control and distribution. Able to write and maintain custom programs for the training units, with support for continuation training programs. Assist in modifying existing lesson plans, presentation, briefing guides, syllabi and other multi-media technical materials. Identify training deficiences and provide recommendations. E-3 Instructor Senior Director Fighter (ISD) Design and participates in structual at instructing the RSAF with the functions and capabilities of weapons related equipment, weapons delivery systems, tactics and weapons employment. Serves as a flight instructor in the RFWS courses and associated continuation training programs. Provides academic and simulator training associated with the RFWS courses. Assist in the development of flight training exercises and requirements designed to improve unit weapons delivery capability. Provides assistance on aircraft control procedures, detection systems, weapons systems, aircraft performance characteristics and metorology. Identify training deficiences and provide recommendations. Continuously monitor the status of weapons and tactics training and recommend improvments. Assist in modifying existing lesson plans, presentations, briefing guides, syllabi and other multi-media technical materials. Helicopter 212 & 412 Ground Instructor Conduct academic training associated with all training syllabi and continuation training. Simulator Instructor able to brief, conduct, and debrief all training syllabi and continuation training missions. Assist mission planning for all phases of flight to ensure successful mission execution. Operate other associated simulators and cockpit trainers. Train selected RSAF personnel to become qualified as simulator instructors. Raise instrument and NVG standards so that Bell 412 crews can perform all weather including day and night operations. Develop search and rescue (SAR) exercises to test Bell 412 crew capabilities, day and night. Assists RSAF unit commander in identifying normal and/or tactical deficiencies and advising on necessary action programs to remedy problem areas. Identify training deficiencies and provide recommendations. Assist in modifying existing lesson plans, presentations, briefing guides, syllabi, and other multi-media technical materials. ELINT Manual Operator (IEMO) & Airborne ELINT (IAEO) Instructors Design and participate in structural programs aimed at instructing with RSAF the functions and capabilities of weapons, weapons related equipment, weapons delivery systems, tactics, and weapons employment. Flight instructor in the RSAF courses and associated continuation training programs. Provide academic and simulator training associated with the RSAF courses. Assist in the development of flight training scenarios, exercises and requirements designed to improve unit weapons delivery capability. Identify training deficiencies and provide recommendations. Continuously monitor the status of weapons and tactics training and recommend improvements as appropriate. Assist in modifying existing lesson plans, presentations, briefing guides, syllabi, and other multi-media technical materials. Helicopter 412 Tactical Search and Rescue Instructor Design and participate in structural programs aimed at instructing with RSAF the functions and capabilities of tactics, and employment of Bell 412. Flight instructors in the RSAF courses and associated continuation training programs with focus on night, NVG SAR instruction. Provide academic and simulator training associated with the RSAF courses. Assist mission planning for all phases of flight to ensure successful mission execution. Raise instrument and NVG standards so that Bell 412 crews can perform in all weather including day and night operations. Develop search and rescue (SAR) exercises to test Bell 412 crew capabilities, day and night. Assists RSAF unit commander in identifying normal and/or tactical deficiencies and advising on necessary action programs to remedy problem areas. Operations Research Analyst Identify and measure enhancements, procurements, and philosophies for RSAF Headquarters on RSAF operations. Utilize research tools and databases to perform data searches and analysis of the material. Translate technical military information into operational models for development of concepts of operations. Perform systems assessment on potential procurement options. Provide briefings to senior RSAF staff. If needed, with RSAF approval, liaison with outside companies and organizations. Assist in identifying training and operation deficiencies and provide recommendations. Assist with the RSAF structural roadmap. Courseware Technologist Designs and participates in structural programs aimed at assisting the RSAF headquarters in the functions and capabilities of weapons, weapons related equipment, weapons delivery systems, and weapons employment. Familiar with courseware process; development, revision, Quality Control, and distribution. Able to write and maintain custom programs for the training units, with support for continuation training programs. Assist RASF Headquarters in monitoring and advising on courseware problems and solution within the training programs. Brief senior staff on courseware troubles and the effect on the training programs. Identify training deficiencies and provide recommendations. C-130 Air Cargo Observer (IACO) Designs and participates in structural programs aimed at instructing with RSAF the functions and capabilities of weapons, weapons related equipment, weapons delivery system, tactics, and weapons employment. A flight instructor in the RSAF courses and associated continuation training programs as a C-130 ACO/Loadmaster. Provide academic and simulator training associated with the RSAF courses. Assists with training standards and criteria for the operational units. Identify logistics and tactical training deficiencies and provide recommendations. Continuously monitor the status of operations and tactics training with recommend improvements as appropriate. Assist in modifying the existing lesson plans, presentations, briefing guides, syllabi, and other multi-media technical materials. AFGHAN AIR FORCE (AAF) TRAINER/ADVISOR TEAM SERVICES A requirement exists to train and add coordination across aviation functions and across the country to facilitate the re-building of Air Wings, and Regional Squadrons/Detachments in order to reach and sustain Air Force Initial Operating Capability (IOC) in Afghanistan. The AAF requires specialized services in various functional areas. The contractor team will serve as program trainers for specific assigned functions. The contractor shall provide the personnel and personnel support services in Afghanistan. Some positions may require travel within Afghanistan. The contractor shall develop and accomplish a transition plan for training AAF personnel while implementing all applicable policies, systems, and procedures within designated functional areas to establish and sustain enduring capabilities within the AAF. Advanced Fixed Wing Training Flight Commander Trainer to train the AAF Training Flight Commanders on establishing and instructing an advanced fixed wing training program. Train and evaluate the following items: oversight of fixed wing instructors in a coalition training flight; syllabus directed flight instruction to AAF undergraduate pilot training (UPT) students and future AAF instructor pilots; assessment and documentation of student progress. Train qualified AAF flight instructors in all aspects of instructing and operating a UPT program. Individual will be qualified on the Advanced Fixed Wing Trainer Aircraft. Individual must be a current or previous fixed wing instructor with experience instructing in a formal fixed wing training environment. Advanced Fixed Wing Training Instructor Pilot to train AAF Instructor Pilots on establishing and instructing an advanced fixed wing training program. Train and evaluate the following items: provide syllabus directed flight instruction to AAF UPT students and future AAF instructor pilots utilizing the Advanced Fixed Wing Trainer aircraft and simulator; assessing and documenting student progress. Train qualified AAF UPT flight instructors in all aspects of instructing and operating a UPT program, including assessment and documentation of student progress. Individual will be qualified on the Advanced Fixed Wing Trainer Aircraft. Individual must be a current or previous fixed wing instructor with experience instructing in a formal fixed wing training environment. Fixed Wing Training Flight Commander to train AAF Training Flight Commanders on establishing and overseeing a fixed wing training program. Train and evaluate the following items: oversight of fixed wing instructors in a coalition training flight; provide syllabus directed flight instruction to AAF UPT students and future AAF instructor pilots including assessment and documenting of student progress. Train qualified AAF flight instructors in all aspects of instructing and operating a UPT program. Individual will be qualified on the Basic Fixed Wing Trainer Aircraft. Individual must be a current or previous fixed wing instructor with experience instructing in a formal fixed wing training environment. Fixed Wing Training Instructor Pilot to train Afghan AAF Instructor Pilots on establishing and instructing an advanced fixed with training program. Train and evaluate the following items: provide syllabus directed flight instruction to AAF UPT students and future AAF instructor pilots utilizing the Advanced Fixed Wing Trainer aircraft and simulator; assessing and documenting student progress. Train qualified AAF UPT flight instructors in all aspects of instructing and operating a UPT program to include assessing and documenting student progress. Individual will be qualified on the Basic Fixed Wing Trainer Aircraft. Individual must be a current or previous fixed wing instructor with experience instructing in a formal fixed wing training environment. Mi-17 Rotary Wing Flight Commander/Instructor Pilot to train Afghan Air Force Flight Commander on establishing and overseeing rotary wing aviation force development. Train and evaluate the following items: oversee rotary wing instructors in the flight; provide syllabus directed flight instruction to AAF UPT students and future AAF instructor pilots. Train qualified AAF UPT flight instructors in all aspects of instructing and operating a UPT program. Individual will be qualified on the Rotary Wing Trainer Aircraft. Individual must be a current or previous rotary wing instructor with experience instructing in a formal rotary wing school house environment. Mi-17 Instructor/Advisor Pilot to train AAF pilots in developing rotary wing aviation force. Train and evaluate the following items: assessment, instruction, and development of AAF rotary wing flight operations including manpower and program development, flight administration and command and control, all with emphasis on solid leadership principles and development of AAF aviation forces capable of standalone operation by assured training of AAF pilots as competent and qualified aviators. Train AAF instructor pilots to provide training for all current and upgrading AAF pilots with emphasis on IFR and tactical airland skills. Individual will be qualified as a rotary wing instructor pilot with tactical/operational experience. Mi-17 or UH-60 experience is required. Mi-17 Operations Officer/Instructor Pilot to train Afghan Operations Officers and pilots in developing and overseeing rotary wing aviation force development. Train and evaluate the following items: assessment, instruction, and development of AAF rotary wing aviation force, flight operation skills including manpower and program development, flight administration and command and control, all with emphasis on solid leadership principles to develop an AAF aviation forces capable of standalone operations. Train AAF instructor pilots to provide training for all current and upgrading AAF pilots with emphasis on IFR and tactical airland skills. Train Afghan Operations Officer to advise squadron commander on daily operations. Individual will be qualified as a rotary wing instructor pilot with tactical/operational experience. Mi-17 or UH-60 experience is required. Mi-17 Aerial Gunner Advisor to advise Afghan aerial gunner force. Assesses, instructs, and develops AAF aerial gunner training programs. Ensures proficiency of AAF as qualified aerial gunners in the combat environment. Administers upgrade training programs. Individual will be working with AAF personnel on a daily basis and must have excellent interpersonal skills. Aero-Medical Evacuation Specialist Advisor to advise AAF counterpart in establishing sound medical evacuation programs. Advises on following items: providing technical expertise for establishing MEDEVAC sections at various locations throughout Afghanistan; executing proper MEDVAC procedures; developing and ensuring compliance with local policies. Air Force Command and Control Director/Air Mobility Division Advisor to advise AAF counterpart in developing and overseeing aviation command and control operations. Advises on following items: providing command, control, communications, and information support; receiving and relaying command and control instructions; recording, collecting, processing and submitting manual and automated data products; establishing procedures for operational reports, readiness reports, and the Status of Resources and Training Systems reports; using communications systems and consoles to affect positive control of assigned forces and weapons systems for both coalition advisors and Afghan counterparts. Advanced Fixed Wing Training Instructor Pilot to train AAF Instructor Pilots on establishing and instructing an advanced fixed wing training program. Train and evaluate the following items: provide syllabus directed flight instruction to AAF UPT students and future AAF instructor pilots utilizing the Advanced Fixed Wing Trainer aircraft and simulator; assessing and documenting student progress. Train qualified AAF UPT flight instructors in all aspects of instructing and operating a UPT program, including assessment and documentation of student progress. Individual will be qualified on the Advanced Fixed Wing Trainer Aircraft. Individual must be a current or previous fixed wing instructor with experience instructing in a formal fixed wing training environment. Command Post Technician Advisor to advise Afghan Air Force counterpart in developing an effective command post. Advises Afghan counterpart on following items: overseeing command and control operations within the AAF; overseeing command and control operations at the Afghan wing-level; building and executing an effective way-ahead for training programs; sustaining 24 hour operations when required; executing command and control of various airframe operations to include, but not limited to An-32, C-27, Mi-17 and Mi-35, both ground and air. Safety Officer Advisor to advise AAF counterpart in developing and implementing aviation safety program. Advises Afghan counterpart on following items: conducting briefings, safety meetings, and training on the risk management assessment process; program implementation and effectiveness measurement; establishing safety management programs to include-safety awards, eye and hearing protection, hazardous material management, signage, tactical vehicle operations safety, foreign object damage (FOD) avoidance; developing a Safety mindset in AAF personnel, an organized and effective Safety program at all levels, and establishing a long term training and education plan that the AAF can independently sustain. Includes all aspects of both Flight and Ground Safety. Pilot or Navigator safety officer experience, flight safety officer course required. Safety investigation and Board presidential course desired. Airfield Management Officer Advisor to advise AAF counterpart in developing airfield management operations. Advises on following items: assessment, instruction, and development of Afghan Airfield Management functions; ensuring proper airfield criteria are applied; teaching and reinforcing skills required for safe and expeditious airfield operations and aircraft movement coordination issues; resolving flight planning issues. Individual will be working directly with Afghan Airfield Manager and Airfield Management Operations personnel and other AAF personnel on a daily basis. Current Operations Scheduler Advisor to advise AAF counterpart in establishing flight operations. Advises Afghan counterpart on the following: assessment, instruction, and development of Afghan operations functions. Conducts operations training and scheduling training, advises on development of operational plans and programs, providing commanders and staff with assessment of operations effectiveness. Advises counterpart to ensure proper operations criteria are applied. Teaches and reinforces skills required for safe and expeditious airfield operations. Individual will be working directly with AAF personnel on a daily basis and must have excellent interpersonal skills. Fixed Wing Aircraft Flight Equipment Manager Advisor to advise AAF counterpart in establishing an operational aircrew life support shop. Advises on following items: assembling, maintaining, fitting, troubleshooting, repairing, testing, inspecting, determining serviceability of a wide variety of aircraft survival and flight equipment; performing quality control inspections (QCIs) on aircrew survival and flight equipment; instructing aircrew, non-aircrew members of other services and agencies and other personnel such as maintenance personnel and life support technicians in the care, use, operation and capabilities of aircrew life support equipment and survival items used in a variety of environments; completing administrative work establishing accountability for equipment inventory and documenting QCI requirements and reports; utilizing safety practices and procedures following established safety rules and regulations and maintains a safe and clean work area. Advises AAF personnel on proper procedures for developing and sustaining a western technology based aircrew life support shop. Rotary Wing Aircrew Flight Equipment Manager to advise AAF counterpart in establishing an operational aircrew life support shop. Advises on following items: assembling, maintaining, fitting, troubleshooting, repairing, testing, inspecting, determining serviceability of a wide variety of aircraft survival and flight equipment; performing quality control inspections (QCIs) on aircrew survival and flight equipment; instructing aircrew, non-aircrew members of other services and agencies and other personnel such as maintenance personnel and life support technicians in the care, use, operation and capabilities of aircrew life support equipment and survival items used in a variety of environments; completing administrative work establishing accountability for equipment inventory and documenting QCI requirements and reports; utilizing safety practices and procedures following established safety rules and regulations and maintains a safe and clean work area. Avionics Specialist to advise AAF counterpart in establishing sound aircraft maintenance practices. Advises on following items: malfunctions analysis, inspections, removal, maintenance and installation of integrated avionics systems; performing and supervising avionics maintenance and general aircraft servicing and handling; planning, organizing and directing aircraft maintenance activities; establishing methods and AAF specialist's performance standards; directing operation and processes for modification of standard operating procedures; establishing priorities; evaluating activities for compliance with directives. Dining Facility Technician to advise AAF counterpart in establishing sound dining facility practices. Advises on following items: developing operations policies and procedures; training AAF Dining Facility personnel in food preparation techniques; establishing sound practices to cover food management and preparation. Responsible for training Afghans in reducing food borne illness due to unsafe preparation. Will be required to travel to detachments outside of Kabul to ensure local compliance with established standards. Must have dining facility/food preparation experience. Training Specialist to advise AAF counterpart in establishing a reliable training program. Advises on following items: assessment, instruction, and development of Afghan training management functions; ensures proper criteria are applied; teaching and reinforcing skills required for training management; developing training plans and programs; maintaining documented training program and continuation training records; tracking training for Afghans in various programs. Medical Physician to advise AAF counterpart in establishing sound medical practices. Advises on following items: providing guidance on the leadership roles andresponsibilities of the commander position, the organization and daily operations of a flight medicine clinic; assisting with standards and protocols for performing flight physicals on pilot candidates; educating clinic staff members on sound medical practices to improve medical skills; instructing classes; organizing workshops; building AAF medical providers competency and confidence. Medical Service Corp Officer to advise Afghan Air Force counterpart in establishing sound clinical operations programs. Advises on following items: providing technical expertise for identifying facility, equipment, and personnel requirements to include proper channeling/staffing of medical issues and records; clinic and MEDEVAC personnel on organizational matters with clinic management and patient transportation; medical representation in the Air Force Command and Control directorate to oversee all patient movement resourcing Afghan Air Force aircraft. Wide Area Network/Local Area Network Technician to advise Afghan Air Force counterpart in establishing a reliable communications system throughout Afghanistan. Advises on following items: teaching, training, and advising communications personnel in activities including planning, designing, building, managing and maintaining communications and information systems architectures; initial installation and maintenance of both local and long term communications. Respondents should be aware that it will be the responsibility for each offeror to submit their capabilities statement, communicating their ability to meet the above mentioned request.
