Description
AMENDMENT NO. 1 with Attachments RFQ-11-Q-0005 TRANSPORT AND INSTALL MANUFACTURED HOMES AMENDMENT NO. 1, JANUARY 31, 2011 CLARIFICATIONS AND QUESTIONS/ANSWERS: Please be aware of solicitation No. RFQ-11-Q-0006 - Construct and Install Steps and Ramps for Manufactured Homes. CRITICAL INFORMATION REGARDING THIS SOLICITATION: all offerors should read the solicitation, including all attachments, posted in Fed Biz Opps. The requirements for the services and for submitting responses are detailed in the posting. Failure to submit your response in the required format will result in a non-responsive determination of your offer and, therefore, non-consideration of your offer. 1. Offerors shall submit an original and one (1) copy of their response documents. 2. Attachment A.1 has been amended to include three (3) new CLINs. Offeror must use this form to submit its Price/Cost Schedule. 3. A new attachment has been added to the solicitation. Attachment B.5 lists the location of the existing temporary housing units that could be replaced. It also indicates whether the existing units have steps, ramps and ADA special needs. Questions/Answers: 1. Will the units be new or used? ANSWER: The units will be refurbished. 2. Will the units be installed for temporary usage or for permanent residency? ANSWER: Permanent residency. 3. In the original solicitation there was no mention of entry and exit components. Are steps required? If yes, please provide the step specifications. ANSWER: Yes. See solicitation HSFEMS-11-Q-0006 on FedBizOpps. 4. The solicitation states in Attachment B.1 - 5.1 that "Most of the deliveries of units will be to a site within 250 miles of the designated staging area." (a) How many will be over 250 miles? (b) Will additional compensation be available if the units need to be transported over 250 miles? ANSWER: It is not anticipated that any unit will be transported over 250 miles. 5. Who will be responsible for drafting site maps for the install locations? ANSWER: FEMA will provide the site maps for the install locations. A listing of the City locations for the units is attached and included in the RFQ as Attachment B.5. 6. Will the contractor be financially responsible for the cost permits? ANSWER: The contractor will be responsible for obtaining any and all licenses and permits necessary to provide the services. 7. According to the IRC and the MS Fire Marshalls office, before a manufactured home can be installed, the site must be "crowned" to provide proper drainage. (a) Is the contractor required to follow the IRC and/or MS Fire Marshalls office regulations for "proper" site drainage? (b) If so, should this expense be included in our base bid as site prep? ANSWER: The contractor will be responsible for following all regulations. A new CLIN 0002 has been added to Attachment A.1 for providing offeror's cost for this service. 8. Will FEMA require the contractor to place a "HUD Label" on the manufactured homes installed? ANSWER: HUD labels are already installed on these Manufactured Homes. A State Fire Marshall's sticker will need to be added. 9. Is this a tax exempt project? ANSWER: No. 10. Who will be responsible for establishing soil conditions? ANSWER: Follow the Manufacturers guidelines for wind zone I, II or III. 11. Are the descriptions of these homes as in trailers, single wide mobiles, double wide mobiles, etc? ANSWER: These homes are single-wide manufactured home units. 12. Also, are all tongues, axles, wheels and so forth attached leaving these units ready for immediate transport? ANSWER: Yes. 13. What are the measurements of the mobile units' width and length (feet -inches & height -length)? ANSWER: 14W X 65L X 13.6H. 14. What private lots have electric meters and which lots will need electric meter set-ups (poles supplies and etc?) ANSWER: See Attachment B.1, paragraph 5.2. 15. Will there be a time table on completion of set-up of a unit? I see the selected contractor will have 2 days upon receipt of the work order to pick up the unit from staging, but how long to complete the RFO? ANSWER: Yes. See Attachment B.1, paragraphs 5.6 and 5.7 for an explanation of the process. 16. In the SOO Section 5.2, it reads: "FEMA will find the utility stub outs and identify them prior to the work order being issued." Is that correct? ANSWER: See Attachment B.1, paragraph 5.2. 17. Will there be a need for temporary or permanent electricity poles: ANSWER: There may be a need. See Attachment B.1, paragraph 6.6. A new CLIN 0003 has been added to Attachment A.1 for providing offeror's cost for this service. 18. Will there be a CLIN number for utilities that run in excess of 50ft? ANSWER: It is not anticipated that there will be any utilities that run in excess of 50 ft. However, CLIN 0004 has been added to Attachment A.1 for providing offeror's cost of this service. 19. In the past, on projects similar to this one, there were multiple CLINs for the potential activities involved in the installation of a MH. (For example, Haul in excess of 150 miles, hard two, heavy tow, temporary power pole, utilities in excess of 50 feet., entry/exit components, site prep, etc.) Will you please explain why FEMA is requesting all of these variables to be placed in one CLIN. ANSWER: See Attachment B.1 for the Statement of Objectives for the entire process. 20. Will biweekly invoices be accepted? ANSWER: No, monthly billing only. 21. The new set-up law requiring house pads to be placed under homes, has FEMA received a variance from the State Fire Marshall or should we bid with the pads? ANSWER: The contractor will be responsible for following all regulations. 22. Do they have sheetrock or paneling? ANSWER: Paneling. 23. Is it fed land or private? ANSWER: See Attachment B.5. 24. What type of skirting? ANSWER: Manufactured homes are to be skirted pursuant to Attachment B.1, paragraph 5.3. The type of skirting should be pursuant to manufacturer's recommendations. 25. Are any of the units going in a flood zone? ANSWER: As stated in Attachment B.1, paragraph 5.2, FEMA will ensure that the site is not in a flood zone. 26. What is the bid bond? ANSWER: A bid bond will not be required for this project. See attachment AMENDMENT NO. 1 for Questions/Answers, A.1 Price/Cost Schedule and B.5 Location of Temporary housing units and Steps/Ramps information.
