Schedule of Material Submittals Cost Estimate Breakdown Drawings 6 of 6 Drawings 5 of 6 Drawings 4 of 6 Drawings 3 of 6 Drawings 2 of 6 Drawings 1 of 6 Specs in Spanish Specs in English The United States Air Force intends to issue solicitation FA5575-11-R-0002 to solicit proposals for a Firm-Fixed Price contract to install CPS (Cathodic Protection Systems), for underground fuel tanks at Moron AB, Spain. The complete solicitation package will be available on the Federal Business Opportunity website for download on or after 7 Feb 2011. The contract will consist of a period of performance of 120 calendar days. Contract magnitude is between $25,000 and $100,000 U.S. dollars. The successful contractor will be selected using Lowest Price Technically Acceptable with acceptable Past Performance resulting in the best value to the government. In accordance with the Agreement of Defense and Cooperation between the Kingdom of Spain and the United States of America, any contract resulting from this notice/solicitation can only be entered into with companies authorized to carry out these activities in Spain under Spanish law. Companies must meet the requirements established by Spanish legislation for execution of Government works. In addition, in accordance with the Office of Defense Cooperation Policy Directive 400- 5 "(4) Spanish material, labor, and equipment must be used if permitted by the requirements of the contract specifications." 1. SCOPE OF WORK: The work includes, without being limited to, the following items: a. Design, install and adjust complete Cathodic Protection systems to protect against corrosion the exterior of the underground storage fuel tanks at the Vehicle Maintenance (building 121), Hotel Frontera (building 303), Gymnasium (building 312) and Transient Alert (building 1426). The design, installation and start up procedures shall be accomplished in strict accordance with the standard NACE norms for underground fuel storage tanks. b. Final cleaning of work site. c. Submittal of Operations and Maintenance manual. d. Delivery of As-Built drawings. All pre-design surveys, cathodic protection system design and acceptance tests shall be accomplished by a "Cathodic Protection Expert." A "Cathodic Protection Expert" is a person with extensive knowledge of the physical sciences and the principles of engineering acquired by a professional education and practical experience and who is qualified to incorporate cathodic protection systems on underground fuel storage tanks. Said person shall possess accreditation or certification by the "National Association of Corrosion Engineers" (NACE) or as a NACE Cathodic Protection Specialist or be a registered engineer whose degree specialty and professional expertise encompass corrosion control on underground fuel storage tanks. The "Cathodic Protection Expert" designing the system shall have 10 years experience minimum in the design of underground fuel storage tank cathodic protection systems. The design of the cathodic protection system shall be based on historical data and specific field tests accomplished on the proposed site of the installation. The tests shall include without being limited to, the resistivity of the terrain, tank to terrain potential, required current intensity, electrical continuity tests to determine if the tanks and pipes have continuity and/or if continuity exists with other adjacent structures and the interference potential of stray currents. All cathodic protection systems installed shall be based on providing protective potential which complies with the requirements specified in the standard publication NACE RP-0285 "Corrosion Control of Underground Storage Tank System by Cathodic Protection, as applicable. The above general outline and list of Principal Features of Work in no way limits or reduces the responsibility of the Contractor to perform all work as required by the project to provide a complete and operable facility. To obtain a NATO CAGE code you must fill out the form found in : http://www.dlis.dla.mil/Forms/Form AC135.asp Failure to be registered in CCR at the time of award may delay the award and depending on the criticality of the project, may be cause to award to the next qualified best value offeror who is CCR registered. However, do not delay submitting your proposal pending receipt of a DUNS number or CAGE Code.
