- SYNOPSIS: This is a Sources Sought Notice. This is NOT a request for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of qualified Vendors. Your response to the information requested will assist the Government in determining the appropriate acquisition method. If your company posses the requested services identified in the Notice submit a capability statement and information as requested herein. Interested parties are expected to review this Notice to familiarize themselves with the requirements of this Notice. A determination by the Government to make an 8(a) direct or competitive award based upon the responses to this Notice is solely within the discretion of the Government. BACKGROUND: The Facilities Maintenance Department (FMD) has a requirement for a Vendor to provide chemicals and technical services for boiler water treatment at the Central Heating Plant and remote boilers located at Marine Corps Air Station, Cherry Point, Atlantic Field, and Bogue Field, North Carolina. PURPOSE AND OBJECTIVES: STATEMENT OF WORK Technical Services and Boiler Water Treatment 1.0 The contractor shall provide technical services and chemicals for boiler water treatment at the Central Heating Plant (CHP), Building 152 and technical services for field boilers located in approximately seventy-one buildings throughout Marine Corps Air Station (MCAS) Cherry Point, Atlantic Field and Bogue Field, North Carolina. There are four (4) industrial boilers located at the CHP ranging in size from 77,500 to 80,000 pounds per hour. The field boilers range in size from 20,000 to 800,000 btu ™s. 2.0 The contractor shall provide services and products to ensure that boilers at the CHP operate within the following parameters: a. 700 million annual pounds of steam production 5.5 cycles of concentration based upon feed water 25% condensate return b. All condensate is polished through a sodium zeolite softeners regenerated with salt All materials fed to the system shall be FDA/USDA Approved All products shall be supplied FOB destination c. Amines used shall be of the neutralizing types; no filming amines are acceptable d. Condensate pH must be maintained within range of 8.0 to 9.0 3.0 The contractor shall perform tests on all boilers (MCAS, Atlantic Field and Bogue Field) within 14 days of contract award and again within 30 days prior to end of the contract. As needed, the contractor shall provide recommendations to the Government for how to improve boiler operations. 4.0 Regular Weekly Service The weekly service provided shall include testing of boiler water/feed water for all CHP boilers, condensate return, water softeners and the domestic water supply. Similar services shall be provided for up to five field boilers at MCAS as directed by CHP supervisor. On-site services at the CHP specified field boiler locations shall be provided by a certified boiler water /feed water specialist. All visits shall be Monday through Friday (excluding Federal holidays) between the hours of 8:00 am and 3:00 pm unless a different schedule is requested by the contractor and approved in advance by the Technical Specialist; weekend service visits are not acceptable. The contractor shall document all service visits in writing before leaving the facility. To assure maximum performance, the contractor shall provide recommendations to the Government aimed at improving boiler operations and efficiency. The contractor shall make a full disclosure of any findings and discus them with CHP Operations Supervisor after each visit prior to leaving the facility. 5.0 Chemical Reagents and Equipment The contractor shall provide all chemical reagents and equipment to the CHP needed for daily testing performed by CHP personnel. The contractor shall perform a weekly inventory of these chemicals and, reagents as wells as maintain an adequate supply of needed materials. The contractor shall provide and maintain an adequate supply of resin cleaner (mild citric acid) for condensate polisher and water softeners. Minimum storage capacity for the resin cleaner is 1500 gallons. All boiler water chemicals for the CHP shall be supplied in bulk and shall be delivered on site by the contractor. A chemical storage facility will be made available to accommodate contractor ™s bulk chemical storage. The contractor shall supply and maintain all chemical bulk tanks. The chemical inventory in the bulk tanks shall belong to the contractor. A Certificate of Analysis/Material Safety Data Sheet (MSDS) shall be supplied with each shipment of chemicals. The contractor shall have a service representative to meet all delivery trucks and be present during off loading of product. The service representative and the truck driver shall be certified as hazardous material handlers. 6.0 Documentation The contractor shall utilize and make available software to log, track, graph, etc. chemical residuals for each boiler at the CHP as well as document existing chemical/reagent inventory. The software shall be compatible with Microsoft Excel and be able to tract chemical residuals in not only the boilers but also softener hardness values or any other parameters associated with water treatment in the CHP. A report should be made available at the end of each weekly visit outlining these required parameters and other appropriate parameter as it relates to boiler water treatment. 7.0 Training The contractor shall provide annual safety training to approximately 20 Government employees for the chemicals used on site. The contractor shall also provide training on boiler water/feed water testing and procedures on a weekly basis or as requested by the Technical Specialist. 8.0 Emergency Services The contractor shall provide a service representative who will be on call 24/7. At the request of the CHP Operations Supervisor, the contractor shall provide up to three emergency visits. Emergency service shall be provided within a two-hour response time. 9.0 Analyses The contractor shall provide a complete water analysis performed in a corporate independent water laboratory once every six months on the following: make up water system, sodium zeolite softened water system, boiler feedwater system and an analysis on all CHP boilers and the five field boilers at MCAS (in accordance with paragraph 4.0). The first analysis shall be performed 45 days after the start of performance of the contract. The analysis shall include cations sodium, potassium, calcium, magnesium, iron and copper. The anions shall include alkalinity, chloride, silica, sulfite, nitrate and phosphate. If any analysis indicates a problem or if there is any other indication of a problem with the above listed systems, the contractor shall provide more frequent analysis at no additional cost. These shall continue until cause of the problem is determined and corrective action is taken by the contractor to meet the parameters stated in statement of work, paragraph 2. 10.0 Additional Analysis and Audits a. The contractor shall provide a deposit analysis annually for all boilers at the CHP. b. The contractor shall provide continuous energy audits on the condensate return system outlining/documenting the payback analysis. The analysis report shall be provided at the end of each quarter during the contract period. CAPABILITIES: Interested parties should submit a tailored Capability Statement that demonstrates a clear understanding of all tasks specified above. RESPONSES: Offerors possessing the requested capabilities to perform the Tasks stated should address within their electronic responses the following: Company name, address, point of contact, telephone number, email address, business size and small business status such as disadvantaged, 8(a) HUB Zone, Woman Owned, Minority Owned, and/or Service Disabled Veteran Owned. The applicable NAICS code is 238220 with a small business size standard of $14.0.
