- The U.S. Fish and Wildlife Service, intends to issue a solicitation for a procurement of hand planting of Dune Plants on an artificial dune. Locations: Merritt Island National Wildlife Refuge (NASA security area between Launch Complex 39B and the Atlantic Ocean), Titusville, FL 32781. Project Description: This project area is located within the NASA security area between Launch Complex 39B and the Atlantic Ocean (see attached map). The artificial dune to be planted is approximately 750 feet long, 16 feet high, and the width is 70 feet at the base and 8 feet at the top. Slopes on the dune are approximately 4 to 1. Plants will be planted in 31 rows running lengthwise on the dune with rows approximately 2.5 feet apart. Plants will be planted in the rows according to the species arrangement and spacing outlined in the attached KSC Inland Dune Planting Schedule. Plant sizes indicated in the Planting Schedule are minimum sizes and the contractor may provide larger sized plants at the contractor's discretion. Schedule: Estimated start date of 02/07/2011. At this time, no Pre-Solicitation Confernece or Site Visit is planned. If the government does elect to hold a Pre-Solicitation Conference or Site Visit, pre-solicitation announcement will be modified accordingly. Type of Procurement: This solicitation will be issued as a Request for Quote (RFQ) which will result in the award of a single firm fixed price (FFP) Requirement Service Contract. Work is classified as NAICS Code 561730 with a size standard of $7.0M. The intent is a small business set-aside. Quotes received in response to this solicitation will be evaluated in accordance with procedures outlined in Federal Acquisition Regulations (FAR) Part 15 for Lowest Price Technically Acceptable (LPTA). The solicitation will include a detailed list of evaluation factors and will provide instructions for proposal requirements and the basis for award. Any changes to evaluation factors will be issued by amendment. Solicitation Issue Date: The solicitation will be available on or about 01/27/2011 and Quotes will be due on or about 02/03/2011. The solicitation, including any amendments, shall establish the official opening and closing dates and times (A copy of the solicitation, specifications, attachments, questions/answers, and amendments will be available for download at http://ideasec.nbc.gov). CAUTION: The Fish and Wildlife Service is presently using Electronic Commerce (EC) to issue Request for Quotations and Purchase Orders. This solicitation has been issued electronically as will any amendments thereto. Thus, the Government is under no obligation and is in fact unable to maintain a bidder's mailing list. It is therefore incumbent upon any interested parties to obtain any amendments which may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for proposal receipts may render your offer non-responsive and result in the rejection. According to FAR case 2002-024, vendors are required to use ORCA beginning 01 January 2005. To be eligible for contract award and prior to bidding, a firm must be registered in the database. Step 5: At the top left-hand corner you will see a little blue box that says clauses and attahcments, click on it. Step 5: In this area, if you stroll down you will find all clauses and attachments that you need. Step 6: Repeat this process for all amendments.
