This announcement constitutes the only solicitation; a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-49, January 24, 2011. This is fixed price procurement and requirements will be procured using commercial item procedures. A best value award selection will be made based on price and other factors to include: Price, technical capability of the item offered to meet the Government requirement, and past performance. Upon award the Government will issue a contract to the selected Offeror. Notice to Offers Questions and Answers: Questions will be accepted in writing to the Contracting Officer via email: Katherine_Smiley@fws.govthrough, Thursday February 3, 2011 at 12:00 p.m. AK Time. All questions will be provided anonymously in an amendment with the answers in accordance with FAR 13.105 Synopsis and Posting Requirements and disseminated to all interested vendors by Friday, February 4th by 2:00 p.m. Awards: The Government will make comparisons among the offerors until the Contracting Officer has decided which offeror(s) represent the ultimate best value to the Government in accordance with FAR 13.106-2 -- Evaluation of Quotations or Offers Submitting a Quote: Quotes submitted shall contain the following information: Any and all data/information to verify product offered meets the standards/specification listed and or referenced here, "RFQ number, "Point of Contact: name, "Address,"Telephone number of Offeror, "Terms of any expressed warranty, "Price, any discount terms and "Acknowledgement of all solicitation amendments (if applicable). Quote shall also contain all other documentation specified herein. Offerors quote is acceptance of all terms, conditions and provisions included in the solicitation. The requested satellite telemetry tags provide critical data on polar bear movements, distribution, and habitat use. Statement of Work (SOW) / Specifications Deliverables:Fifteen (15) units of glue-on satellite radio tags and fifteen (15) units of ear-mounted satellite radio tags with attached associated mounting hardware, as described below in the salient characteristics section. Regehr, Ph.D. Salient characteristics: "General specifications:oPTT transmitter required to send locations via system Argos. oA VHF beacon is not desired because it adds to the size of the tags.oWet-dry sensor required.oTransmission schedule of the tags must be flexible and user-programmable. For example, we will specify a one-day duty cycle for the first month of tag deployment, and a three-day duty cycle for subsequent months.oTags must be encased in robust packaging (e.g., epoxy) to withstand stresses of animal behavior and the marine environment, which means waterproof, salt proof, and unbreakable. The antennae must be sufficiently durable to withstand icing. "Specifications for glue-on tags:oBattery life must be sufficient for at least 25,000 transmissions to the Argos system.oMust have a low profile and a shape factor appropriate for glue-on application, with the long axis of the tag parallel to the spinal column of the animal. Maximum dimensions are approximately 80x20x11 mm (length, width, height).oAntenna should be in line with the long axis of the tag, such that it lies relatively flat along the back of the animal.oMaximum weight is approximately 100 g. Footprint area of the platform must not exceed the size of the base of the tag. oA post with approximate diameter 0.5 cm and washer system are required to attach the tag through a hole in the bear's ear. Platform and washer surfaces that contact the bear must be rubberized to prevent cold damage to tissue. oAttachment hardware should be as light as possible and must not exceed a weight of 25 g. oAttachment hardware must have undergone field trials to evaluate its ability to withstand stressed of the Arctic environment.
