The maximum contract value may not exceed $250,000 aggregate total, per contract awarded. The minimum guarantee A/E fee over the life of the contract shall be $500. The fee proposal shall be based on pre-negotiated unit prices/labor rates/professional fee. Each task order will be a firm-fixed-price. The Government will determine the task order amount by using negotiated hourly rates and the A/E effort required to perform the particular project task order. Attached is a fillable Standard Form (SF) 330. The following are answers to offerors' questions: Q1: We noted the response date is January 28th (one week from the date of advertisement). Is this correct? A1: The new deadline for receipt of proposals is 1:00 p.m. on January 31st, 2011, Japan Standard Time, for the emailed SF 330 package, and 4:00 p.m. on January 31st, 2011, Japan Standard Time, for the Original and two (2) copies of the SF 330 package. Q2: The seed project focuses on fire protection systems at 4 facilities. Do you anticipate the other task orders as having the same type of scope (or, may they also include building additions, renovations, site improvements, etc.)? The second paragraph of the solicitation suggests you may have multiple project types coming up, or are you just keeping your options open at this time? A2: Should there be other task orders issued, they may or may not have the same type of scope. The scope can include those that you inquired about or related to fire protection systems, or a combination thereof. In essence, we are keeping our options open at this time. Q3: In terms of the location criteria, as we are located elsewhere and are not as a firm directly knowledgeable about the locality of the projects, how would we be scored/ranked? A3: For evaluation purposes, the preferred is for the A/E firm, its sub-consultant(s) and/or its joint venture partner to be located in or near mainland Japan, Okinawa and Korea. The preferred is also for the A/E firm, its sub-consultant(s) and/or its joint venture partner to be knowledgeable of the locality of the projects. Offerors who are in any of the aforementioned arrangements will score and be ranked higher than offerors not in that capacity. Q4: Is this distance considered by your normal standards too far for the common task order size? A4: If the offeror A/E has a sub-consultant(s) or joint venture partner located in or near mainland Japan, Okinawa and Korea, the proposal will be evaluated accordingly. Q5: Is there an incumbent on this contract? And if so, who? A5: There is no incumbent on this contract. Q6: We have a fire protection engineer with Japanese license and lots of fire protection engineering experience. Is a US Fire Protection engineer license the only type acceptable for the inspection? A6: As stated in the revised Criterion 1/Professional Qualifications above, "the prime contractor must have at least one (1) licensed professional engineer or registered architect authorized to perform work anticipated under this contract. Extra credit will be given to a firm with 1) a registered professional fire protection engineer who has passed the fire protection engineering written examination administered by the National Council of Examiners for Engineering and Surveys (NCEES), or its equivalent Japanese and/or Korean standards, or 2) a Certified Fire Protection Specialist credentialed through a National Fire Protection Association (NFPA) certification program.
