- The purpose of this notice is to obtain information regarding the availability and capability of qualified small businesses to perform the required support services. The Research Development and Engineering Command (RDECOM) Environmental Acquisition Logistics Sustainment Program requires the support of an established environmental engineering services company to provide support to the Assistant Secretary of the Army for Acquisition, Logistics and Technology ASA (ALT), Environmental Support Office (ESO). Support services sought are in the areas of environment, safety, and occupational health (ESOH). Specific areas include but are not limited to: program management support, support to Program Executive Offices (PEOs)/Program Managers (PMs)/Life cycle Management Commands, Army System acquisition, acquisition policy and guidance development, pollution prevention for weapon systems, and legislative management. Support services include managing meetings, supporting in-process reviews, reviewing weapon system acquisition programs, preparing environmental documents, and providing pollution prevention expertise in weapon system development. Preparation of these documents may entail considerable research, analysis, data collection, proofreading, editing, and close coordination with Federal offices and the end-user. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a small business set-aside is possible. The contract vehicle for these support services is anticipated to be an Indefinite Delivery Indefinite Quantity (IDIQ) contract, with Contract Line Item Numbers (CLINs) for task orders that may be firm fixed price or cost plus fixed fee, as appropriate. SUBMISSION OF CAPABILITY STATEMENT OF QUALIFICATIONS: Small Businesses with an interest in being considered must submit the required capability statement of qualifications. The Capability Statement of Qualifications shall not exceed 10 single-sided pages of 8 1/2x11 - size paper with a minimum font size of 10 pitch and minimum of 1" margins and shall address the following: (1) Company information to include name, point(s) of contact(s); email address(es), physical/mailing address, telephone number, small business category (e.g. SBA 8(a)/HUBZone certification data or self-certified SDVOSB), DUNS number; (2) Provide information on Key Personnel and/or other in-house personnel and their relevance to the task described including resource availability, education and/or other training; (3) A description of the firm's relevant management experience relating to the tasks described above including the scope and nature of at least three (3) of the most current or completed comparable projects to include beginning and ending contract price, beginning and ending date of the project, customer name and point of contact; indicate if you are/were the prime or sub-contractor; (4) Summary of environmental management support experience; (5) Explanation of experience your company has had with managing multiple tasks simultaneously. Provide the number of task orders/contracts managed concurrently and the performance ratings assigned by the customer for those tasks. Additionally, brochures or other pre-printed material may be submitted to address the above capabilities/qualifications under the condition that they are included in the required page count. DUE DATE: Firms shall submit one copy of the capability statement of qualifications for receipt by the RDECOM Contracting Center NO LATER THAN February 4, 2011 at 2:00p.m. Eastern Standard Time, preferably via email to: Kimberly.Watts@us.army.mil and Gregory.jamison@us.army.mil.
