- *********NOTE: ORIGINAL SYNOPSIS WAS POSTED ON JANUARY 11, 2011 WITH INCORRECT RFP NUMBER******** THIS IS A PRE-SOLICITATION NOTICE. ANTICIPATED RELEASE OF THE RFP IS 28 JANUARY 2011. THIS ACQUISITION WILL BE COMPETITIVE. THIS WILL BE A 5 YEAR FIRM-FIXED PRICE CONTRACT WITH A BASIC AND (4) ONE YEAR OPTION PERIODS FOR THE FOLLOWING ITEM: NSN 1010-00-283-5557, P/N 200820112-10; NOUN: CANNON, 40 MILLIMETER BASIC QTY: 5 OPTION YR QTYS: 1-5 EACH YR The 40mm L60 Cannon shall be manufactured in accordance with the Government provided drawing packages. One First Article will be required and will undergo testing. Potential vendors must have the expertise and capability to perform first article form-fit-function testing including live fire tests. The 40mm L60 Cannon is not a commercial product but a unique item specifically configured for use on AC-130 gunships. The 40mm L60 Cannon is a single barreled automatic gun that consists of a casing assembly, breech ring assembly, automatic loader assembly, barrel assembly and recoil cylinder. The 40mm L60 Cannon weighs approximately 1700 lbs, and measures 12 feet long and is capable of firing 100 shots per minute on average. There are multiple complex components of the weapon (loader, barrel, breech ring, etc.) that require a high level of experience and manufacturing capability. These components are complex and cannot be manufactured by an average machine shop. The vendors should have the knowledge of numerous manufacturing processes but not limited to casting, forging, welding, heat treating, coating, hydraulic proof testing, and spring manufacture. There will be a complete technical data package (TDP) available for procurement. Solicitation will be uploaded to www.fedbizopps.gov website only on or about 28 January 2010 with a response date on or about 28 February 2011. The technical data required to respond to the RFP may be obtained through a link that will be provided on the RFP posting on Federal Business Opportunities at the time the RFP is posted. NO HARD COPIES WILL BE PROVIDED. The technical data is export controlled; therefore, only businesses that have been certified by the Department of Defense, United States/Canada Joint Certification Office, and have a valid requirement may access the data.
