Description
THIS FUTURE OPPORTUNITY is to advise industry of a Small Business Set-AsideCost Plus Fixed Price (CPFF) type contract to provide support for InformationAssurance (IA), Intelligence Networks, and Information Warfare (IW) withinSPAWAR Atlantic Code 5.6. The requirements are for support in the followingareas: systems engineering, security engineering, software engineering, testingand evaluation, training, and process support. Training shall includedevelopment of Web Based Training (WBT) and Interactive Courseware (ICW)training-delivery systems to support SPAWAR Atlantic engineering efforts. Itisrecommended that the contractor has a CMMI Level 3 Certification to supportSPAWAR with CMMI Level 3 compliance. Access authorization to Top Secret(TS)/Sensitive Compartmental Information (SCI) shall be required (draftstatement of work is attached). The contractor shall have a minimum of 10personnel including all designated key personnel possessing TS clearancesbased on current Single Scope Background Investigations (SSBI). Thecontractor shall support and augment the close working relationship betweenSPAWAR Atlantic and a host of Government agencies. Please Note: Due to thebroad scope of this procurement action, it is anticipated that the resultingawardee, in accordance with FAR 9.5, Organizational Conflict of Interests,wouldbe ineligible to compete on future procurements concerning engineeringcapability support within the 5.6 business unit (formerly code 70). The period of performance is currently forecasted to be June 2011 throughJune 2012 for the base year. There will be four option years and if exercised,will take this procurement action to June 2016. The Government estimate forthis action is $28.5M for the base year and four option years. The applicable NAICS code for this effort is 541330 with a size standard of$27M. It is anticipated that the requests for Proposals (RFP) will be releasedduring the Second week of April 2011. A draft Performance Work Statement(PWS) is attached. As other draft documents become available, they will beposted. Be advised these are DRAFTS and subject to revisions before the RFPis issued. THIS IS NOT A REQUEST FOR PROPOSALS.
