- This is a SOURCES SOUGHT NOTICE to determine the availability and capability of qualified small businesses (including certified 8(a), Small Disadvantaged, HUBZone firms; veteran and service-disabled veteran-owned small businesses, and women-owned small businesses) to provide a Web-portal to Access Global News Information, Company and Executives Profiles and Watchlist information. The contractor shall provide the FDA-Office of Criminal Investigations (FDA/OCI), which is a federal law enforcement agency within FDA, a secure web access point, also referred to as a "web-portal", to access a database containing Global News Information, Company and Executives Profiles, Watch list information ( politically exposed persons and Sanctions Lists). The contractor shall also provide a helpline that can be accessed via telephone or e-mail to answer questions or address any difficulties in accessing the web-portal. The contractor will not be providing data storage, support personnel or facilities as none would be needed to access and use the service. FDA/OCI does request the use of any web based training programs offered by the contractor on the use of the system. The Contractor shall provide a secure, web-based portal to access of billions of records that are routinely updated, see below for required records. The real time, secure, online access must also be cloaked so that the Contractor does not know what searches are being conducted and what reports are being generated by OCI Personnel. This feature must be adhered to in order to ensure the integrity of OCI Investigations. The Contractor shall provide a secure, web-based portal with 24/7 access to a database that contains up-to-date domestic and international business, individual and news information for up to eight (8) users. In addition, historical information shall also be available. Specifically, the following types of modules that can be searched include: global news, company and executive profiles, politically exposed persons and sanctions list information. Below are additional details regarding the types of information that the contractor shall provide within the database and/or it's various modules: Global News information shall contain:  Domestic and international publications which include newspapers, newswires (textually identical copies of articles from newspapers), magazines, websites and blogs.  Access to the Wall Street Journal  Access to newswire coverage for the Dow Jones, Reuters, and the AP  Trade and industry journals, both domestic and international  Articles from Reuters and Dow Jones journalists worldwide  Broadcast transcripts for TV and radio which shall include BBC, ABC, CBS, NBC, Fox, CNN and NPR  Intraday updates of current news from domestic and international sources Company and Executive Profiles information shall contain:  Information on public and private companies which shall include analyst reports, ownership information, full financial information, M&A, supply chain, bankruptcy, legal and judicial information, management moves and compliance activity  Information concerning executives Watchlist Information (Politically Exposed Persons and Sanctions Lists) shall contain:  Information regarding high risk individuals including their relatives and close associates (both domestic and international)  Information regarding individuals who have been arrested or convicted of high-profile crimes  Information on individuals and business identified on sanction or other official lists.  Detailed information (business profiles) for state owned or state-controlled businesses Search Capability Within the Online Database and it's respective Modules:  The ability to search using Boolean and taxonomy-based searches  The ability to save specific search queries that need to be run daily, weekly or monthly  The ability to add Alerts which notify the user when newly added data matches saved search criteria  The ability to utilize the databases own indexing to assist in searching for information  The ability to seamlessly move from one module to another when searching for information  The ability to easily extract and download information into Word, Excel,.txt or.pdf FDA/OCI will access the web-portal and query and download data and information from the website. FDA/OCI will be using the web-portal to conduct searches against individuals / businesses to verify and confirm information or if necessary will generate its own OCI internal reports by incorporating possibly some of the downloaded information. OCI doesn't expect any reports to be delivered from the contractor/vendor. OCI will be responsible for any report or manner in which the data is used in its law enforcement function. The contractor shall provide training, either in person or online via WebX or some similar program. The contractor shall provide a customer support helpline which the users can call into for answers regarding technical questions and/or how to search for specific information. The Contractors must satisfy the following requirements. Provide a detailed description of your company's (including its teammates, if applicable) experience and demonstrated abilities to deliver each and every one separately of the requirements listed above. The anticipated period of performance is a base period of 1 year plus 4 one year option periods. The NAICS Code is 511110. The size standard is 500 employees. Interested small business offerors are encouraged to respond to this notice. However, be advised that generic capability statements are not sufficient for effective evaluation of respondents' capacity and capability to perform the specific work as required. Response must directly demonstrate the company's capability, experience, and/or ability to marshal resources to effectively and efficiently perform each of the tasks described above in sufficient level of detail to allow definitive numerical evaluation. Include relevant information that demonstrates the company has similar experience in supporting a mid-level, multiple systems interfacing IT application in a highly visible and complex government business environment. Failure to definitively address each of these factors will result in a finding that respondent lacks capability to perform the work. Responses to this notice (capability statements) shall be limited to ten pages, and must include: 1. Company name, mailing address, e-mail address, telephone and FAX numbers, website address (if available), and the name, telephone number, and e-mail address of a point of contact having the authority and knowledge to clarify responses with Government representatives. 2. Name, title, telephone number, and e-mail addresses of individuals who can verify the demonstrated capabilities identified in the responses. 3. Business size for NAICS XXXX (size standard $ or number of employees) and status, if qualified as an 8(a) firm (must be certified by SBA), Small Disadvantaged Business (must be certified by SBA), Woman-Owned Small Business, HUBZone firm (must be certified by SBA), and/or Service-Disabled Veteran-Owned Small Business (must be listed in the VetBiz Vendor Information Pages). 4. DUNS number, CAGE Code, Tax Identification Number, and company structure (Corporation, LLC, partnership, joint venture, etc.). Companies also must be registered in the Central Contractor Registry (CCR, at www.ccr.gov) to be considered as potential sources. 5. Identification of the firm's GSA Schedule contract(s) by Schedule number and contract number and SINs that are applicable to this potential requirement are also requested. 6. If the company has a Government approved accounting system, please identify the agency that approved the system. Please submit copies of any documentation such as letters or certificates to indicate the firm's status (see item #3, above) Teaming arrangements are acceptable, and the information required above on the company responding to this announcement, should also be provided for each entity expected to be teammates of the respondent for performance of this work. To the maximum extent possible, please submit non-proprietary information. Any proprietary information submitted should be identified as such and will be properly protected from disclosure. This notice is for planning purposes only, and does not constitute an Invitation for Bids, a Request for Proposals, a Solicitation, and a Request for Quotes, or an indication the Government will contract for the items contained in this announcement. This request is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this request. The Government will not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this announcement. The government is interested in comments on the Statement of Work. Responses to this announcement will not be returned, nor there any ensuing discussions or debriefings of any responses. However, information obtained as a result of this announcement may be reflected in the subsequent solicitation, and FDA, OAGS may contact one or more respondents for clarifications and to enhance the Government's understanding. This announcement is Government market research, and may result in revisions in both its requirements and its acquisition strategy based on industry responses.
