- This announcement is a Sources Sought notice only. The Portland District, U.S. Army Corps of Engineers is seeking information regarding the capability and availability of qualified small business contractors to clean 27 petroglyphs boulders and overseeing their placement with another group of petroglyphs at Horsethief State Park, Washington. These boulders where recovered during the 1960s from the John Day Project and recently returned to the Government from an area of casual display. When the boulders were in non-Federal hands vandals spray painted some of the boulders, in addition the boulders have accumulated other residues that must be removed. The Government requires a professional conservator with a history of professionally cleaning petroglyphs. Bidders must have cleaned petroglyphs in the Pacific Northwest Region and have worked with affected tribal groups. Potential bidders must have appropriate academic credentials, at least a MA or similar degree in archeological conservation is a minimal requirement; demonstrate a history of professional cleaning of petroglyphs; have used these methods: brush and water; chemical solvents; and laser treatments. The contractor will be required to examine the boulders and recommend appropriate cleaning methods in a short report. The contractor will be required to prepare a final report, documenting pretreatment and post treatment condition; the cleaning methods for each petroglyph will be recorded in the report. The Government desires that none of the petroglyphs be damaged by harsh or intrusive cleaning- the cleaning process must not harm the rock art or cause additional damage. All cleaning equipment must be provided by the contractor. After cleaning the petroglyphs the contractor will oversee the moving of the petroglyphs from their storing and cleaning area to their display location. (Cleaning and moving may be scheduled at different times during FY 2011.) The contractor must provide evidence of undertaking similar work, understand and can evaluate petroglyph boulders for fissures or other flaws that require particular attention during the move. Bidders should demonstrate a working, positive relationship with the Confederated Tribes and Bands of the Yakama Nation; the Confederated Tribes of the Umatilla Reservation; the Confederated Tribes of the Warm Springs Reservation of Oregon; and the Nez Perce Tribe. The winning bidder will make a presentation to tribal groups to assure the tribes that they understand the importance of these objects and have the capability to carry out the work. No solicitation exists at this time. The North American Industry Classification System (NAICS) us 712110 and the small business size standard is $7,000,000.00.
